NOTE FOR SECRETARY, 
SCHOOL EDUCATION & LITERACY DEPARTMENT

SUBJECT:    PROMOTION OF MONITORING ASSISTANTS (BS-14) TO THE POST OF MONITORING OFFICER (BS-16).

The Secretary, School Education & Literacy Department, Government of Sindh may kindly refer to the subject noted above.

2.                     It is submitted that for the career progression of Monitoring Assistants (BS-14) working in the Directorate of Monitoring & Evaluation, School Education & Literacy Department, the Finance Department Government of Sindh has sanctioned 138 posts of Monitoring Officer (BS-16) at Taluka Level.

3.                     Subsequently, 121 Monitoring Assistants (BS-14) were promoted to the post of Monitoring Officers (BS-16) against the 138 sanctioned posts vide Notification No. SO (G­-III)M&E/PROM/4-112/22 dated 29-08-2022 (Annexure-I). However, 05 posts of Monitoring Officers are lying vacant due to the relieving / resignations from districts Matiari, Shaheed Benazirabad, Sanghar, Sukkur and Jamshoro.

4.                     With the approval of the competent authority, the district wise Final Seniority List (Annexure-II) of Monitoring Assistants (BPS-14) of this Directorate on the basis of merit order assigned by the Departmental Selection Committee in terms of Rule No. 11/A of Sindh Civil Servants (Probation, Confirmation and Seniority) Rules, 1975, was issued and circulated amongst the Monitoring Assistants.

5.                     It is, therefore, requested that the Meeting of Departmental Promotional Committee (DPC) may be convened for the said promotions of Monitoring Assistants to Monitoring officers working in this Directorate.

6.                     It is further submitted that the Monitoring Officers under the subject have fulfilled the criteria of five (05) years of service as Monitoring Assistant. In this regard, working paper is complete in all regards i.e. Vacancy Position, Seniority List, ACRs, No Dues / No Enquiry Certificate and Synopsis has been prepared.

7.                     The Secretary, School Education & Literacy Department may like to approve proposal at para 6/N above, please.
