CIRCULAR ORDER NO. HR&A-02/2024

Subject:           SPECIAL DISPENSATION FOR THE CIVIL SERVANTS IN THE FEDERAL GOVERNMENT FOR THE EMPLOYEES IN BS-01 TO BS-16 FOR USC EMPLOYEES

The Board of Directors in its 183rd meeting held on 29th July 2024, have approved the adoption of policy of one time dispensation for USC employees in-line with the Finance Division (Regulation Wing) O.M No.F.No.9(7)/R-1/2014-62/2023 dated 14th February 2023. Keeping in view the salient features/ pattern of the said Office Memorandum, the under noted dispensations/ up gradations are hereby notified w.e.f 29th July 2024:-

Sr. No.Dispensation /up-gradationRemarks
i.BPS-01 to 05The incumbents in BPS-01 to BPS-05 will be granted two higher pay scales as one time dispensation, as they have not availed time scale under Time Scale policy-2022. However, their substantive pay scales will remain un-changed.
ii.BPS-06 to 15The incumbents in BPS-06 to BPS-15 will be granted next higher pay scale as one time dispensation, as they have not availed time scale under Time Scale policy-2022. However, their substantive pay scales will remain un-changed.
iii.BPS-16One additional Increment as one time Dispensation.
iv.Up-Gradation of the Posts of UDC (Record Keeper BS-11) LDC (Jr. Record Keeper BS-09) along with incumbents.Post of Lower Division Clerk (Jr. Record Keeper) is upgraded from BPS-09 to BPS-11 and Upper Division Clerk (Record Keeper) from BPS-11 to BPS-13 along with incumbents.

3.                     This dispensation shall not involve any up gradation of posts except the posts of LDC(Jr. Record Keeper) /UDC( Record Keeper).

4.                     No premature increment shall be admissible on grant of higher pay scale under this dispensation.

5.                     The beneficiary of grant of higher pay scale under this dispensation shall continue to draw allowances/perks/privileges/etc. sanctioned for own substantive pay scale. The substantive pay scale is a pay scale which o acquired by a Civil Savant on regular basis through initial appointment/by means of promotion/appointment by transfer.

6.                     Employees of those cadres who have already been given up-gradation/one time dispensation earlier are not entitled for this special dispensation.

7.                     The detailed Office Order (by name) to this affect will be issued separately after scrutiny of record to be forwarded by Zones/Regions.
