SUBJECT:    INSTRUCTIONAL PRIVATE PRACTICE

I am directed to refer the subject coed above

2.      I am further directed to inform that Government of the Punjab granted autonomy to majority of the public sector tertiary care/ teaching hospitals of the Punjab through the enactment of the Medical and Health Institutions Act, 2003. Section 20 of the Act ibid necessitates the establishment of an effective system of Institutional Private Practice and is reproduced as under:-

20. Institutional Private Practice: The Government/Board shall endeavor in establishing/augmenting the infrastructure of the Medical & Health Institutions for establishing an effective system of Institutional Private Practice within one year of the promulgation of the Act and the private practice shall be banned with effect from 30.06.2004.

3.      In this connection. I am further directed to invite your kind attention towards Section 3 of the PM&HI Act which delineates the function of Board of Management of the autonomous healthcare/medical institutions.

3. Function of the Board:- (1) The Board shall:-

a)  Approve overall plans, policies and programs of the institution in accordance with the approved policy of the Government;

g)   Determine modalities for treatment of private patients

4.  Considerable time has already lapsed. However; most of the public sector tertiary care/ teaching hospitals of the Punjab laded to develop / establish any system of Institutional Private Practice

5.      In view of the above, I am directed to request you to take appropriate necessary measures to establish an effective system of Institutional Private Practice at the earliest.
