Dual Job Alert: Balochistan Government Bans Simultaneous Government Jobs – Here’s the Official Notification:

In a bold move to address growing concerns over dual job holders, the Government of Balochistan, Finance Department has issued a strong directive, declaring the holding of two government jobs at once as illegal. This recent government notification (April 2025) highlights that individuals drawing salaries from more than one government source—be it from two provincial departments or a mix of Federal and Provincial Governments—are in violation of Civil Service Rule 467.

The Finance Department has instructed that salaries of such employees must be withheld until a final decision is reached. This directive follows a previous circular and a recent Secretaries Committee meeting chaired by the Chief Secretary Balochistan, which emphasized strict action under BEEDA 2011, recoveries of salaries, and even FIRs under Section 420 CrPC if misconduct is proven.

SUBJECT:             DUAL JOB HOLDER EMPLOYEES OF GOVERNMENT OF BALOCHISTAN.

                              In continuation of this department’s letter No.FD.SO(XIII-T)PF/3-42/2022/484-523 dated 19th February, 2025 on the subject noted above and to state that holding of two separate jobs at a time with same government or under two different. governments is unlawful and no person can carry combined appointments, instead he / she has to resign one or more of such appointments on a pension without retiring from public service altogether vide Rule 467 of Civil Service Regulations, therefore, the salary of the employees who are involved in dual active jobs simultaneously, either in Federal and Provincial Government or in two or more Provincial Departments may strictly be withheld until some final decision is made regarding their fate. This department has already suggested appropriate course of action on double dipping cases vide letters No.FD.CAO/11-12(DD)/2022/3422-27 dated 26th May, 2022 and No.FD.CAOA1-12(D.D)/2022/3591-97 dated 14th July, 2022 (copies enclosed).

2.                           Deputation, contract appointment after sanctioning EOL (without pay) with NOC by the competent authority or with previous sanction of Government for the job against a post during the said formally sanctioned EOL period shall not be considered dual job,

3.                           Furthermore, a meeting of Secretaries Committee was held on 25th March, 2025 under the Chairmanship of worthy Chief Secretary Balochistan wherein the chair directed the followings (Copy enclosed): –

I.             All those who have been doing dual jobs illegally shall be proceeded against BEEDA, 2011;

II.           Recoveries of Pay and Allowances shall be made; and

III.          If charges are proved FIR under Section 420 CrPC will be registered.

4.                           All Administrative Department are strictly advised to proceed further in light of the aforesaid discussion, please.

The recent government notification makes it crystal clear that the Balochistan Government is taking dual employment cases seriously.
