Provincial Apex Committee GB Constitutes Team for Diamer-Basha Dam Affectees’ 31-Point Charter:
In a significant development, the Government of Gilgit-Baltistan (GB), Home & Prisons Department has issued an official notification regarding the formation of an Administrative and Technical Committee. This decision was made during the Provincial Apex Committee GB meeting held on February 25, 2025.
The newly formed committee is tasked with preparing a comprehensive proposal addressing the 31-point charter of demand submitted by affectees of the Diamer-Basha Dam Project. The proposal will focus on resolving legal and administrative issues related to the concerns of the local population impacted by the dam’s construction.
The committee members include:
✔ Additional Chief Secretary (Development) GB – Chairman
✔ Secretary to Government of GB – Member
✔ Commissioner Diamer-Astore Division – Member
✔ Deputy Commissioner Skardu – Member
✔ Representative of WAPDA – Member
The committee is expected to analyze all concerns, propose necessary measures, and submit its recommendations to the competent authorities.

SUBJECT: No. SO (L&O)-4(4) (Misc). In light of the decision taken in the Provincial Apex Committee GB in its meeting held on 25th February, 2025, an Administrative and Technical Committee comprising of the following members is hereby constituted to prepare and submit a comprehensive proposal on the 31-point charter of demand submitted by Diamer-Basha Dam Project affectees, keeping in view the legal and administrative issues:
i. Additional Chief Secretary (Development) GB Chairman
ii. Mr. Usman Ahmed, Secretary to Government of GB Member
iii. Commissioner Diamer-Astore Division Member
iv. Arif Ahmed, Deputy Commissioner Skardu Member
v. Representative of WAPDA Member
