Khyber Pakhtunkhwa Elementary & Secondary Education Department to Reconcile Sanctioned Posts Amid Upgradations-Notification

Subject:        RECONCILIATION OF SANCTIONED POSTS 2024-25 AND TAKING EFFECT OF UPGRADATION IN BUDGET BOOKS (E&SE DEPARTMENT ONLY),

Dar Sir,

I am directed to refer to the subject noted above and to state that due to upgradation of schools during the year 2023-24 as well as creation of posts in SNE (Fresh) 2024-25 (if any), the strength of posts is enhanced. In order to rationalize the position as per 1/3^rd criteria, the schedule of meeting of reconciliation will commence with the approval of Competent Authority. Before proceeding for the meeting, the following points / instructions must be borne in mind & complied with letter and spirit by all concerned:

1. Shifting of posts will be carried out once in a year at the time of reconciliation of posts (except BPS-17 & above).
2. All higher pay’ scale pools (17 & above) will not be shifted as Chief Secretary, Khyber Pakhuntkhwa hat imposed ban on shifting at BS-17 & above posts.
3. The Elementary & Secondary Education Department will obtain the data from FMIU Wing at Finance Department of each district and check the same as per criteria as well as identify the positions exceeding the criteria.
4. The District Education Officer concerned shall reconcile their recant with all schools under their jurisdiction, before attending the meeting. While meeting shall only be attended by DEO / SDEO (in person) & authorized staff.
5. The E&SE Deportment will furnish the details of district wise posts in lower and higher pay scales according to formula duly verified by the District Education Officer as well as District Accounts Officer concerned before the reconciliation of posts meeting.
6. The Elementary & Second, Education Department shall direct all the DEO (M&F) in the province before promoting the teachers to higher pay scale will ensure from this department that the posts in the relevant scales are available or nor before conducting DPC meeting.
7. All DEO(M/F) are requested to provide detail of dying cadre posts as per following format

• Reconciled Book 2023-24 already shared with Administrative Department and your respective office(s) in soft must be brought for the reconciliation meeting.

2.    I am further directed to state that all DEO (Male/Female) must be directed to attend the Provincial Finance Department, Civil Secretariat, Peshawar as per attached schedule along-with reconciled record of sanctioned posts as per yardstick and supporting documents duly authenticated
