WAPDA Abolishes Employees’ Children Quota and Deceased Employee Appointments Without Advertisement:
In a significant policy shift, the Pakistan Water and Power Development Authority (WAPDA) has officially withdrawn the long-standing Employees’ Children Quota (ECQ) and deceased employee family appointment provisions under various office orders. This change comes in compliance with the Supreme Court of Pakistan’s ruling dated 18th October 2024, as well as internal decisions taken during WAPDA’s meeting on 27th March 2025.
Previously, the 20% quota for the children of WAPDA employees and job appointments for widows, widowers, and children of deceased employees in BPS-01 to BPS-15 were granted without advertisement. This practice has now been fully discontinued. Instead, WAPDA has decided that all such quota positions will now be merged with respective Provincial/Regional Quotas.

OFFICE ORDER
SUBJECT: Employees’ Children Quota & Deceased Employees’ Children Quota
The Authority in its meeting held on 27.03.2025 (Minutes circulated vide Secretary WAPDA letter No. S/AD(Coord)03003/MTG/1146-47 dated 18.04.2025), has accorded approval for following in compliance with the Judgment of Honorable Supreme Court of Pakistan dated 18.10.2024:
- To withdraw the office order No. AD(E.II.B)/07685/2017/5671-5820 dated 14.03.2017 for the appointment of the child (son/daughter) / widow / widower of Deceased Employee in BPS-01 to 15, without advertisement irrespective of 20% Quota reserved against ECQ as Financial Assistance Package for the Families of Government Employees who Die During Service. Also to withdraw the “Employment” clause from the office order No. FO(B&F)/37-9/Vol-103/8143-60 dated 26.07.2024. All other benefits under the said Package shall continue to be admissible to the families of Deceased Employees.
- To withdraw the appointments against 20% Employees’ Children Quota for the posts in BPS-01 to 14 mentioned in the office order No. AD(E.IA)/7012/37/ 1/7237-7346 dated 27.05.2021. All instructions/SOPS Office Orders / Notifications issued for employment under Employees’ Children Quota are also cancelled.
2. 20% Employees’ Children Quota specified in the office order No. AD(E.IA)/7012/37/ III/7237-7346 dated 27.05.2021 will now be part of respective Provincial / Regional Quota with immediate effect.
