The Office of the Controller General of Accounts (CGA) has announced a major opportunity for professionals across Pakistan! Through Notification RFP-49, issued on 20 May 2025, the Directorate General MIS/FABS is seeking to hire 28 individual consultants for technical and administrative roles critical to the success of the FABS Competency Centres.

Key positions include Lead Consultants in SAP (Fi, ABAP, HR), Financial Reporting Specialists, SAP BASIS Experts, Web Developers, and Procurement Officers, among others. The hiring will be done under Single-Stage, Two-Envelope Procedure as per Public Procurement Rules 2004 and PPRA Consultancy Services Regulations 2020.

Both EPADS portal submissions and hard-copy submissions are allowed, especially to accommodate consultants facing challenges in EPADS registration. The deadline is 12 June 2025 (11:00 AM).

1.            The Directorate General MIS, Office of the Controller General of Accounts (“The Employer”), invites sealed technical and financial proposals from individual consultants for the following twenty-eight (28) consultancies in accordance with Consultancy Services Regulations 2020 (As amended from time to time). Electronic Submission of bids on E-PAD is preferred. All potential eligible bidders are requested to carefully read the note provided below in this advertisement.

2.            The services of selected individual consultants will be hired for the period of 1, 2, and 3 years respectively, based on the scope of work, through an Open Competitive Bidding under the Single-Stage, Two-Envelope procedure, in accordance with the Public Procurement Rules 2004, PPRA Consultancy Services Regulations 2020, and the E-Pak Acquisition and Disposal System (E-Procurement Rules, 2023). Interested and eligible individual consultants may download the solicitation documents from EPADS Portal of PPRA and FABS, CGA websites i.e www.cga.gov.pk and www.fabs.gov.pk.

3.            The Proposal (Technical and Financial) must be submitted via the EPADS portal only on or before 12.06.2025 (Thursday) by 11:00 A.M. However, in view of the limited time for completion of procurement cycle for urgent consultancies requirement for smooth running of FABS system in wake of closure of FY 2024-25, E-PAD training arrangement though PPRA, expected constraints of eligible potential bidders/consultant for EPAD registration, Technical and Financial Proposals may be accepted in hard form subject to compliance of Public Procurement Rules, 2004 for submission of bids. The Technical Proposals will be opened on the same day at 11:30 A.M (12.06.2025) in the presence of bidders/consultants and the Consultants Selection Committee in the Committee Room of the AGPR, AGPR Building, 2nd Floor, Sector G-8/4, Islamabad.

4.            Shortlisted consultants will be contacted for interviews or presentations, either in person or virtually, before 04:30 PM (PST). The selection will be based on market-based, competitive lump-sum compensation packages, and other applicable contract benefits.

5.            All proposals will be evaluated using the Quality and Cost-Based Selection (QCBS) method, as per PPRA Consultancy Services Regulations 2020. Proposals that are conditional, non-responsive, or submitted late will be rejected immediately.

Note: “While active registration with the EPADS portal of PPRA is preferred for bid submission, however potential eligible consultants are encouraged to submit sealed proposals along-with a Bid Securing Declaration form in hard copy. These proposals will be accepted for evaluation by the Consultant Selection Committee to ensure a fair, transparent, and equal opportunity procurement process to all potential bidders/consultants without any disadvantage, taking into account the aforementioned constraints.”
