Executive Allowance for BPS-17 to BPS-22: 2026 Notification

Notification / OM No.

No.10(2)R-3/2025

Dated

21-July-2026

Notification Issued By:

Ministry of Finance, Government of Pakistan

Ministry of Finance Issues Executive Allowance for BPS-17 to BPS-22: 2026 Notification:

The Federal Government has approved the admissibility of the Executive Allowance on basic pay for officers in BPS-17 to BPS-22. The approval is tied to the existing terms and conditions and takes effect from 1 July 2026, with the basic-pay position stated as of 30 June 2026.

What the 2026 Allowance Approval Means for Federal Officers:

The Ministry of Finance has issued an Office Memorandum clarifying the Federal Government’s approval of the Executive Allowance on basic pay for officers serving in Basic Pay Scales 17 to 22. The decision applies under the existing terms and conditions already referenced in earlier Finance Division memoranda. For eligible officers, the key dates are 30 June 2026, used as the basic-pay reference date, and 1 July 2026, the effective date stated in the notification.

This update matters because allowance admissibility affects monthly payroll calculations, departmental budgeting, and the interpretation of earlier government instructions. However, the memorandum does not announce a new rate, a revised formula, or a change in eligibility conditions. It specifically confirms admissibility on the existing framework. Departments should therefore review the cited memoranda, verify each officer’s pay scale and eligibility, and process any financial impact through their authorized payroll and accounts channels. Readers should treat the scanned notification as the primary source for the wording reproduced below. Any implementation question, including arrears, exclusions, or department-specific processing, should be confirmed with the relevant finance, accounts, or administrative authority before payment is made. Executive Allowance for BPS-17 to BPS-22 2026 Notification

Implementation Notes for Departments and Employees:

The memorandum is important, but its wording is narrower than many headlines may suggest. It confirms that the Executive Allowance remains admissible for officers in BPS-17 to BPS-22 on the existing terms and conditions. It does not, in the text reproduced here, specify a fresh allowance percentage, introduce a separate benefit, or replace the earlier Finance Division instructions. That distinction is essential for accurate reporting and payroll processing.

The effective date is 1 July 2026, while the basic-pay position is stated as on 30 June 2026. Departments should use those dates exactly as written when checking eligibility and calculating any amount. Payroll offices should also compare the officer’s current pay scale, posting, and applicable departmental conditions against the earlier memoranda cited in the notice. Where the notification does not answer a practical question, such as arrears, recovery, exclusions, or documentation, the relevant accounts office should seek written clarification rather than relying on social-media summaries.

For employees, the sensible next step is to keep a copy of the Office Memorandum and ask the department’s administration or accounts branch how it will be implemented. Payment should be treated as subject to official verification and applicable government rules. This approach protects both employees and departments from incorrect claims while ensuring that eligible officers receive any amount properly due under the approved framework.
