Pakistan’s Power Sector Privatization Gains Momentum with New Committee Formation:

The Government of Pakistan, through the Ministry of Energy (Power Division), has officially constituted a high-level committee to oversee the ongoing privatization of major power distribution companies (DISCOs), including FESCO, GEPCO, and IESCO. This move is part of the broader strategy to improve efficiency, reduce losses, and attract private sector investment in the energy sector.

The committee, led by Mr. Muhammad Khalid Khan (Joint Secretary, CAD, Power Division), includes key representatives from the Power Division, Privatization Commission, and international consulting firms such as Alvarez & Marsal. Their primary role is to ensure smooth coordination among stakeholders, monitor the due diligence process, and address operational challenges during the privatization process.

With the privatization of DISCOs gaining pace, the committee’s role will be crucial in ensuring transparency and efficiency. SUBJECT:             No.14(11)2024-DISCO-III. Consequent upon approval of the Competent Authority, the following committee is constituted for coordination of the ongoing privatization exercise of FESCO, GEPCO, and IESCO:

1. Mr. Muhammad Khalid Khan, Joint Secretary (CAD), Power Division – Convener.

2. Mr. Ghulam Rasool Anjum, Joint Secretary (P), Power Division.

3. Mr. Kamran Farooq Ansari, Director General (I&T/P&U), Privatization Commission.

4. Mr. Abdul Basit Abbasi, Consultant, Privatization Commission.

5. Mr. Anton Avajansky, Managing Director, Alvarez & Marsal.

6. Mr. Alexander Sivolobov, Senior Director, Alvarez & Marsal.

7. The Committee may co-opt any member, lf required from FD, PPMC, CPPAG and DISCOs

2. The TORs of the committee will be as following: –

1. Ensuring coordination among stakeholders,

2. Reviewing weekly progress of due diligence process involved.

3. Facilitating and supporting the Financial Advisor in the collection and compilation of Discos’ information and from other relevant stakeholders.

4. Resolution of any issues with respect to implementation of relevant project activities and escalate issues that require decisions for Project Oversight Committee

5. Addressing operational and tactical issues that may arise during privatization process.
