The Finance Department of Khyber Pakhtunkhwa (KPK) has issued an urgent notification directing the immediate deletion of all vacant posts classified under the “dying cadre” from the budget documents and SAP system. This decision aligns with the Provincial Cabinet’s policy to phase out non-essential and redundant positions, including roles like Behishti, Caller, Khalasi, Farash, Badraga, and Barkandaz.
Key directives include:
✔ Automatic abolition of dying cadre posts once vacated (retirement/resignation).
✔ Immediate removal of already vacant posts after departmental verification.
✔ Strict 7-day deadline for compliance, with a consolidated report to be submitted to the Finance Secretary.

SUBJECT: DELETION OF ALL VACANT POSTS OF DYING CADRE FROM BUDGET DOCUMENTS/ SAP SYSTEM
Dear Sir,
I am directed to refer to the policy/guidelines of the Provincial Cabinet contained in Finance Department’s letter of even No.81/5-8/98-99/FD dated 25-07-1998 and No.80.1/FD/5- 17/2020-21 dated 26.05.2021 where under certain posts have been declared as dying cadre. Gist of the decisions are reproduced below for convenience:
- All unessential/redundant posts, identified by Finance Department and confirmed by the relevant Administrative Departments as mentioned in the statement (Annex.1) are hereby declared as dying cadre with immediate effect. All these posts shall be personal to the present incumbent and after becoming vacant as a result of retirement etc. no further recruitment will be made. On vacation, these posts shall stand abolished automatically.
- All vacant posts falling in the category of dying cadre shall be abolished forthwith subject to verification of the relevant Departments. In this regard, the Departments will immediately communicate DDO wise breakup of the dying cadre posts for formal abolition from the SAP System.
- All posts of Behishti, Caller, Khalasi, Farash, Badraga and Barkandaz in all Departments are hereby declared as dying cadre with immediate effect. On vacation all such dying cadre posts shall stand abolished automatically. However, existing vacant posts will be abolished after verification by the Departments in due course of time.
2. In view of the above, it is requested that a report of all vacant posts of dying cadre may kindly be generated from the SAP System in consultation with FMIU and deleted from the Budget Documents/SAP System after verification by the relevant Departments within seven days positively under intimation to this section so that a consolidated report could be prepared and submitted to Finance Secretary for perusal.
