Punjab Colleges Prohibited from Collecting Student Fines in Cash – Transparency Measures Enforced:

The Punjab Higher Education Department has taken a significant step towards ensuring financial transparency and institutional accountability in public sector colleges. A new government notification has been issued, strictly banning the collection of student fines in cash. Reports have surfaced that student fines imposed for rule violations are not being properly deposited into official college fine funds, leading to concerns over mismanagement and transparency.

To counter this, the Directorate of Public Instruction (Colleges), Punjab has mandated that all student fines must be collected via bank challan forms. Students are now personally responsible for depositing their fines into the designated college bank accounts, completely eliminating cash handling by college administration.

Any non-compliance with this directive will result in strict disciplinary action. Colleges must enforce this rule immediately to maintain financial integrity. For the official notification and complete details, read below:

SUBJECT:             STRICT PROHIBITION ON CASH COLLECTION OF STUDENT FINES

With reference to the subject cited above.

                              It has been observed that fines imposed on students for rule violations are not being properly deposited into the respective college fine fund. Additionally, the collection of fines in cash by college administrations raises serious concerns regarding transparency and financial accountability.

                              You are directed to immediately communicate to all colleges under your jurisdiction that, effective immediately, any fine imposed on students, regardless of the amount (even PKR 01 Rupee), must be collected strictly through a challan form. The violator shall be responsible for depositing the fine directly into the designated bank account of the college.

                              Under no circumstances shall cash collection of fines be allowed in any form. No existing rule permits college administration to collect fines from students in cash, and any deviation from this instruction will be treated as a serious violation, warranting disciplinary action.

                              This instruction must be circulated and strictly enforced without exception. Compliance in this matter is essential to ensure financial transparency and institutional accountability.
