Strengthening Early Childhood Education: Govt of Punjab’s ECCE Focus:

The Government of Punjab has once again reinforced its commitment to early childhood development by issuing a strong directive regarding the deployment of ECCE trained teachers and the timely hiring of caregivers across PHCIP-supported schools. In line with the Punjab Human Capital Investment Project (PHCIP), the School Education Department has emphasized the need for trained educators to utilize digital learning tools (like PHCIP-provided tablets) in ECCE classrooms and to ensure the presence of female caregivers to support play-based, child-friendly education models.

This initiative not only aims to uplift the quality of early childhood care and education in Punjab but also ensures that schools are equipped with trained staff to foster a nurturing learning environment for young children. These updated Government Notifications are vital for education authorities and school heads to follow strictly in order to meet upcoming program goals and training schedules. SUBJECT:             ENSURING DEPLOYMENT OF ECCE TRAINED TEACHERS AND TIMELY HIRING OF CAREGIVERS IN PHCIP ECCE SCHOOLS

                              As you are aware, the Punjab Human Capital Investment Project (PHCIP) has invested extensively in the professional training of Early Childhood Care and Education (ECCE) teachers to enhance the quality of ECCE practices in our project schools. These trained teachers are equipped with essential skills and digital resources, including tablets preloaded with interactive content, to effectively implement play-based and child-centered teaching strategies in ECCE classrooms.

2.                           A trained teacher’s role is pivotal in shaping the early learning experience of children. It is, therefore, critical that trained teachers are deployed appropriately and supported by functional classroom environments and caregivers.

In view of the above, you are kindly requested to issue the following instructions to all PHCIP schools in your district:

Instructions for All PHCIP Schools:

1.            Deployment of ECCE Trained Teacher and Caregiver: All headteachers must ensure that the PHCIP-trained ECCE teacher is assigned to teach the ECCE class. The trained teacher will be responsible for classroom teaching and learning and is required to use the PHCIP-provided tablet as an instructional resource during daily classroom activities. Also ensure both the trained ECCE teacher and the caregiver are present in the ECCE classroom during school hours.

2.            Hiring of Caregivers: Headteachers of PHCIP schools who have not yet hired a female caregiver are instructed to immediately recruit a caregiver no later than July 31, 2025. This is essential, as PHCIP is planning a Refresher Training Program for Caregivers in August 2025. Timely hiring will enable the caregiver’s participation in this capacity-building initiative.
