Sindh Government Approves Upgradation for Key Posts in Excise Department:
The Government of Sindh, Finance Department has officially issued a government notification regarding the long-awaited upgradation of Constable, Dafedar, and Jamadar posts in the Excise, Taxation & Narcotics Control Department. This development comes after the approval granted by the Provincial Cabinet during a meeting held on April 15, 2025, and is now being implemented with effect from the Finance Department’s letter dated May 22, 2025.
As per the notification, the Constable position will be upgraded from BPS-5 to BPS-7, Dafedar from BPS-6 to BPS-9, and Jamadar from BPS-7 to BPS-11. However, the re-designation of these posts was not approved by the cabinet and will remain unchanged. The upgradation is subject to standard conditions including non-admissibility of pre-mature increment and amendment of recruitment rules in consultation with SGA&CD.
This move is being seen as a positive step towards financial and career uplift of lower-ranked employees in the department, benefiting a large number of field staff working across the province. Please find notification:

Upgradation Approved, Re-Designation Declined – What This Means for Excise Employees:
The upgradation of posts for Constables, Dafedars, and Jamadars is a much-needed reform that will improve financial compensation and recognition for lower-tier government employees working under tough conditions. While the upgradation to higher Basic Pay Scales (BPS) is now confirmed, the re-designation part remains pending, as the Provincial Cabinet did not approve any title changes in its meeting minutes.
This notification is not only important from a policy perspective but also a signal of continued restructuring in public sector employment frameworks in Sindh. It will have a direct impact on HR records, promotion channels, and administrative structures, urging administrative departments to update recruitment rules and pay scales accordingly.
