Sindh Government Grants M.Phil Allowance to JEST Teachers–Notification

Sindh Government Approves M.Phil Allowance for School Teachers:

The Government of Sindh, School Education & Literacy Department, has issued a new notification regarding the approval of the M.Phil Allowance for Ms. Balkees Fatima, a Junior Elementary School Teacher (JEST) in Khairpur District. As per the Finance Department’s advice, she has been granted an M.Phil Allowance of Rs. 2,500 per month, effective from March 24, 2022, based on her M.Phil degree in Zoology from Shah Abdul Latif University, Khairpur.

The notification outlines several important conditions for eligibility:

• Teachers already receiving Ph.D. Allowance (Rs. 10,000 per month) are not eligible.
• Those who acquired an M.Phil degree before December 1, 2001, and received increment benefits, will not be granted this allowance.
• The genuineness of the M.Phil degree must be verified by the relevant administrative department and audit office.
• The allowance will not be included in pensionable emoluments.

The Director of School Education (Sukkur) and the concerned Drawing and Disbursing Officer (DDO) have been directed to ensure all legal and procedural formalities before utilizing the allocated funds. Please find the notification:

ORDER

NO.SO(SEC-III/JEST/3-1395/2024: In pursuance of Finance Department advice bearing U.O.No.FD(SR-IV)5-2202/2024 dated 21.11.2024, Finance Department hereby agrees to allow M.Phil Allowance @ Rs.2,500/= (Rupees Twenty Five Hundred only) per month in favour of Ms. Balkees Fatima D/o Ali Akbar Jamro, JEST (BPS-14), (Personal ID No.10966382 & CNIC No.42201-7513803-8), Govt. Girls Elementary Lower School, Jan Muhammad Vandiar Taluka Kotdiji District Khairpur, on possessing the Degree of M.Phil in “Zoology” ecquired from Shah Abdul Latif University, Khairpur, w.e.f. 24.03.2022 (from the date of result announcement), subject to following condions:

a)           M.Phil Allowance will not be admissible to those are getting Ph.D Allowance @ Rs. 10,000/- per month.

b)           M.Phil Allowance will not be admissible to those who have already got the benefit of advice increments possessing/on acquiring M.Phil degree prior to 01-12-2001 under Finance Department’s O.M.No.FD(SR-IV) 1-4/82, dated 27^th August, 1983.

c)            Subject to verification of genuineness of the claim and degree by the Administrative Department and audit office.

d)           M.Phil Allowance shall not be the part of emoluments reckonable towards pension.

                              The Director School Education (ES&HS), Sukkur/DDO concerned shall complete all the legal & codal formalities before utilization of funds and in accordance with account procedure of Finance Department.
