Subject: SUBMISSION OF CASES TO THE PROVINCIAL PROJECT SELECTION COMMITTEE (PPSC) MEETING
Dear Sir,
I am directed to refer to the subject noted above and to state that as per Project Implementation Policy, 2022, posting/transfers of BPS-17 and above officers on additional charge/deputation basis of Civil Servant to the project post is domain of the Provincial Project Selection Committee (PPSC) headed by Additional Chief Secretary Planning & Development.
In view of the above, in case, Administrative Departments desire to fill up project post by assigning additional charge or transferring regular civil servant of BPS-17 and above to projects post on deputation basis, the procedure laid down herein below shall be followed:
- The Administrative Department where the project has been initiated will provide working paper duly signed by Administrative Secretary alongwith panel of at least 03 officers against each post keeping in view the qualifications and other terms and conditions prescribed in PC-I.
- As per Chapter-04 of the Project Implementation Policy, 2022, the working paper, interalia, shall contain the following:-
- Provisions of PC-I containing details of posts including pay package etc. of the post, life of project, mode of appointment and relevant extract of PC-I;
- Revenue Clearance from Finance Department.
- Service history/C.V including qualification, present pay scale, cadre of officer and important posts held by him with assignments;
- Certificate to the effect that no disciplinary proceedings against the officer in the panel
- Whether previously served in a project deputation basis and if so period of stay and other details; and how much period has lapsed since his repatriation from the last project assignment;
- Grading of PERs/ACRs for the last five years
- Any other information which may be helpful in disposal of the case by the PPSC.
