WAPDA Secretariat Notification: Accountability for Punctuality in Offices Reinforced:
The Pakistan Water and Power Development Authority (WAPDA) Secretariat issued a circular on January 8, 2025, concerning the issue of punctuality and late arrivals among WAPDA officers and officials. The circular, issued by the Secretary of WAPDA, highlights a growing concern regarding the habitual lateness of staff members and officers, which was observed during a recent visit by WAPDA Authority officials. It was noted that many officers and officials were not present in their offices until 8:30 AM, despite the set office timings. This lack of punctuality is viewed seriously, as it impacts the efficiency and smooth functioning of the organization. Notification Describes;

Subject :- Â Â Â Â Â PUNCTUALITY – LATE COMING
Apropos on the subject titled above.
2.      It has been observed with concern that officers & officials of WAPDA are not attending offices as per scheduled time and are in habit of coming late. Today (08.01.2025), during visit of WAPDA Authority, it has been found that mostly the officers / official were not present in their offices till 0830 hours, which had been viewed seriously.
3.     Foregone above, all heads of Departments / Formations / Offices are hereby directed to ensure presence of officers / officials under their jurisdiction, as per office timings setout /decided by the Federal Government, circulated vide Notification No.6/1/2007-D-2 dated 16.04.2024 and accordingly adopted by WAPDA vide this Secretariat Notification No.2024/3014/548-647 dated 19.04.2024.
4.      Delinquents will be dealt with under WAPDA E&D Rules. Head of Offices / Formations /Departments will also be taken to task, in case of non-compliance to already circulated instructions.

Conclusion:
In response to this issue, the circular mandates all heads of departments, formations, and offices within WAPDA to ensure that officers and officials adhere strictly to the office timings set by the Federal Government, as well as those adopted by WAPDA. The relevant office timings were previously outlined in a notification by the Federal Government and reaffirmed by WAPDA’s own directives. The circular further specifies that any delays or non-compliance will result in disciplinary action as per the WAPDA Efficiency and Discipline (E&D) Rules. Additionally, heads of offices, departments, or formations will also be held accountable for failing to enforce the timely attendance of their staff, emphasizing the importance of punctuality and accountability within WAPDA for maintaining operational discipline.
