Punjab Govt Orders Urgent Countersigning of ACRs for College Principal Appointments:
The Government of Punjab’s Higher Education Department has issued an urgent directive regarding the countersigning of Annual Confidential Reports (ACRs) for officers applying for the position of Principals in public sector colleges. The online application portal, which opened on March 10, 2025, will close on March 22, 2025, and all applicants must submit fresh ACRs for 2024 as part of their application.
However, it has been observed that many ACRs remain pending at Divisional Directorates of Education (Colleges). In response, the government has instructed all Directors of Education (Colleges) across Punjab to immediately countersign any outstanding ACRs and return them to the concerned officers. Additionally, a zero-pendency certificate confirming the clearance of all ACRs must be submitted by March 16, 2025, at 4:00 PM.
This directive aims to ensure a smooth and transparent selection process for college principals while preventing delays due to administrative backlogs.

SUBJECT: COUNTERSIGNING OF ACRS
Kindly refer to the subject cited.
2. The portal for submitting applications for the position of Principals in public sector colleges in Punjab opened on 10th March, 2025, and will close on 22nd March, 2025.
3. In light of the above, interested officers are required to submit their fresh ACRS for the year 2024 as part of their application process. However, it has come to this department’s attention that the ACRS of several officers are still pending at their respective Divisional Directorates of Education (Colleges).
4. You are, therefore, requested to issue immediate and strict instructions to all Directors of Education (Colleges) in Punjab to promptly countersign any pending ACRS in their offices and return them to the concerned officers without delay. Additionally, you are required to obtain a completion certificate from all Directors of Education (Colleges) confirming that no ACRS is pending for countersigning. This must be completed within three (03) days without exception.
5. Furthermore, you are requested to submit a certificate of zero pendency to this office regarding the countersigning of ACRS by 04:00 PM on March 16, 2025, without fail.
6. Your prompt compliance with these instructions is highly appreciated.
