Dated 22nd May 2025, the notification—approved by the Chief Minister—abolishes several previous allowances such as Utility, House Requisition, Hardship, Orderly, and Special Allowances (like BUITEMS Allowance), which will now be replaced by a single consolidated PSU Allowance. Effective from 1st June 2025, this allowance will be calculated at 25% of the initial basic pay (Pay Scale 2022) for universities in Quetta, and 35% for universities outside Quetta. However, this benefit will be available only to regular staff, excluding contractual, ad-hoc, and TTS employees. The notification also outlines a shift in funding policy: moving forward, PSUs will need to cover operational expenses through their own revenue, while government grants must be strictly used for salaries, allowances, and pensions. No. PS/FS/1754 dated 19.12.2024, the Government of Balochistan, Colleges, Higher & Technical Education Department, hereby notifies the abolition of the following allowances and replacement of the same with the “PSU Allowance” in the pay structure of all Public Sector Universities of Balochistan; (a)          Utility Allowance; (b)          House Requisition, (c)           Orderly Allowance; (d)          Hardship allowance or by whatever name, (e)          Technical Subject Allowance, (f)           Special Allowance (e.g. BUITEMS Allowance) 2.                           Consequent upon abolishment of the above allowances, the “PSU Allowance” will take effect from 1st June 2025 with the following terms and conditions; i.             The allowance will be calculated at 25% of the initial basic pay of the Pay Scale 2022 for universities situated in Quetta. ii.            The allowance will to be calculated at 35% of the initial basic pay of the Pay Scale 2022 for universities situated outside Quetta. iii.           The allowance will be fixed at the initial basic pay of the Pay Scale 2022. Any future changes to PUSS allowances will require approval from the Provincial Cabinet. iv.           Contractual, Ad-hoc & TTS Staff will not be entitled for the PSUs Allowance.                v.            The allowance will be subject to income tax. vi.           The allowance will not be admissible during study leave or extra ordinary Leave. vii.          The allowances will not be considered part of emoluments for the purpose of calculating pension or gratuity, if any. 3.                           Furthermore, the Government of Balochistan, Finance Department, has conveyed the decision of the Competent Authority that the Grant-in-Aid allocated by the Higher Education Commission (HEC) and the Government of Balochistan shall be utilized exclusively for the payment of salaries, allowances, and pensions. Operating expenses shall be met from the internal revenue sources of the Public Sector Universities (PSUs). Moving forward, PSUs will be required to strengthen their financial sustainability by generating adequate funds through their own sources, thereby reducing reliance on Grant-in-Aid from the Government. Please find notification: PUBLISHED IN THE EXTRAORDINARYOF BALOCHISTAN GAZETTE GOVERNMENT OF BALOCHISTANSERVICES AND GENERAL ADMN: DEPARTMENT(REGULATION -I)Dated Quetta, the 7th April, 2025 Notification No S.O(R-1)1(1)S&GAD-2025/267-366                  With the approval of Provincial Cabinet in its meeting held on 20th February, 2025 and in pursuance of Judgment of Hon’ble High Court of Balochistan in CP No. 1219/2024, the Government of Balochistan is pleased to substitute the Terms of Reference Pension Cases Disposal Committee notified vide this department’s notification of even number dated 30th May, 2022, as under: – Terms of Reference (TORS): – 1)            Firstly, for the in-service Government of Balochistan employees: i.             Cases involving clerical or typing error in SAP System within two years of appointment should be addressed only by Pension Cases Disposal Committee. ii.            The cases involving clerical or typing errors in SAP System after two years of appointment, to be referred to Service Tribunal. iii.           The case involving clerical or typing errors, cutting/tempering in Service Books to be referred to Service Tribunal via Administrative Department; 2)            Secondly, for the retired employees, the following categories are outlined: i.             Retired but alive, which involves the cases of tampering or alterations in service books, SAP System or similar issues, the Pension Cases Disposal ii.            Retired but dead, which similarly involve cases of tampering or alterations in service books, SAP System or similar issues, the Pension Cases Disposal Committee will decide on the basis of available documents/record; iii.           Old Claim cases, that include similar issues related to service books, SAP System, seniority list, etc. the Pension Cases Disposal Committee will decide and refer the case(s) to Accountant General Balochistan and concerned administrative department. iv.           The TORS of the Pension Cases Disposal Committee include a provision for using medical technology to resolve conflicting dates of birth. In case where there are discrepancies in official documents, the Pension Cases Disposal Committee should have the authority to refer such cases for Radiology Imaging, for taking the hand and wrist X-rays in order to determine the employee’s age or date of birth. v.            The recommendations of the Committee shall be submitted by the Finance Department to the Chief Secretary for approval. To All Administrative Secretaries,Government of Balochistan,Quetta SUBJECT:             DUAL JOB HOLDER EMPLOYEES OF GOVERNMENT OF BALOCHISTAN.                               In continuation of this department’s letter No.FD.SO(XIII-T)PF/3-42/2022/484-523 dated 19th February, 2025 on the subject noted above and to state that holding of two separate jobs at a time with same government or under two different. governments is unlawful and no person can carry combined appointments, instead he / she has to resign one or more of such appointments on a pension without retiring from public service altogether vide Rule 467 of Civil Service Regulations, therefore, the salary of the employees who are involved in dual active jobs simultaneously, either in Federal and Provincial Government or in two or more Provincial Departments may strictly be withheld until some final decision is made regarding their fate. This department has already suggested appropriate course of action on double dipping cases vide letters No.FD.CAO/11-12(DD)/2022/3422-27 dated 26th May, 2022 and No.FD.CAOA1-12(D.D)/2022/3591-97 dated 14th July, 2022 (copies enclosed). 2.                           Deputation, contract appointment after sanctioning EOL (without pay) with NOC by the competent authority or with previous sanction of Government for the job against a post during the said formally sanctioned EOL period shall not be considered dual job, 3.                           Furthermore, a meeting of Secretaries Committee was held on 25th March, 2025 under the Chairmanship of worthy Chief Secretary Balochistan wherein the chair directed the followings (Copy enclosed): – I.             All those who have been doing dual jobs illegally shall be proceeded against BEEDA, 2011; II.           Recoveries of Pay and Allowances shall be made; and III.          If charges are proved FIR under Section 420 CrPC will be registered. 4.                           All Administrative Department are strictly advised to proceed further in light of the aforesaid discussion, please.
