Federal government employees in Pakistan can apply for interest-free long-term advances for purposes such as house building, purchasing a vehicle, or acquiring a plot of land. To ensure that the application process is clear and well-structured, the Budget Section at AGPR (Accountant General Pakistan Revenues) has provided a detailed format for submitting the application. This article explains the process and key details for applying for these advances.
Application Proforma for Long-Term Advances:
The Budget Section, AGPR, G-8/4, Islamabad, is responsible for handling the applications for these long-term advances. Here’s a step-by-step guide on how to properly complete and submit the application:
Instructions to Follow:
- Completeness: Ensure that all columns and sections of the application are filled out. Incomplete forms will be rejected.
- Date Format: Dates should be mentioned in the format dd/mm/yyyy. Mentioning only the year is not acceptable.
- Option Boxes: Use the provided option boxes correctly (❒ or ■) to mark your responses.
- Document Clarity: All photocopies of documents must be clear, readable, and attested by a gazetted officer.
- Changes After Submission: If any changes need to be made after entering the application into the computer system, they must be reported to the Budget Section. The office will not be held responsible for incorrect issuance of the FAC (Final Approval Certificate) if changes are not reported.
Key Sections of the Application:
The application consists of several important sections that must be filled with accuracy. Here’s a breakdown:
- General Information:
This section requires basic information such as the applicant’s name, designation, and department. This information helps in identifying the employee and verifying their eligibility for the advance. - Applicant’s Particulars:
Here, applicants need to provide their personal and professional details, including service tenure and current salary. Ensure this section is accurate as it forms the basis for the assessment. - Previous Advance History:
If the applicant has previously taken any advances from the government, the details need to be mentioned here. It helps in assessing if the applicant is eligible for another loan or if previous loans are still outstanding. - Particulars of Plot/House:
If applying for a House Building Advance (HBA), the details of the plot or house, including its location, size, and ownership details, must be mentioned here. - Particulars of Priority:
In this section, the applicant must specify if they belong to a priority group, which may help in receiving quicker approval for the advance.

It is crucial to attach the necessary documents with the application. Here’s what you need to provide based on the type of advance you’re applying for:
House Building Advance (HBA):
- Particulars and Attested Copies of the Plot/House:
Include detailed information about the property you are purchasing or building on. - Attested Copies of Agreement Deed:
Provide a valid, attested agreement deed made with the seller of the house/plot. - Attested Copies of Documents Establishing Proprietary Rights:
Documents confirming the seller’s ownership must be submitted. - Attested Copy of CNIC:
Attach a clear, attested copy of your CNIC for identification purposes. - Attested Copy of Latest Pay Slip:
Provide an attested copy of your most recent pay slip to confirm your salary details. - Covering Letter from the Department:
A covering letter from your department, officially signed and stamped, is required.
Motor Car / Motor Cycle / Cycle Advance:
- Attested Copy of CNIC:
Similar to HBA, you need to attach a clear, attested copy of your CNIC. - Attested Copy of Latest Pay Slip:
Provide an attested copy of your recent pay slip to verify your salary. - Covering Letter from Department:
Submit an official letter from your department, confirming your employment and eligibility for the loan.
DDO Certification:
The application form also includes a section that must be completed by the Drawing and Disbursing Officer (DDO). The DDO certifies that the documents provided by the applicant regarding the house or plot are valid and have been examined according to the rules (para 253-A of the General Financial Rules, Vol. 1). The DDO must also ensure that all documents are kept on record and that the employee does not have any outstanding loans from previous advances.
Applicant’s Signature and DDO Certification:
Once the form is complete, the applicant must sign it, and the DDO must also sign the form, affixing the official stamp of the office.
