GOVERNMENT OF PAKISTANFINANCE DIVISION(Regulation Wing) F.No.1(1)Imp/2024-254                                                Islamabad, the 10th July, 2024 OFFICE MEMORANDUM Subject:        GRANT OF ADHOC RELIEF ALLOWANCE-2024 TO THE EMPLOYEES OF THE FEDERAL GOVERNMENT The President has been pleased to sanction with effect from 1st July, 2024 and till further orders, an Adhoc Relief Allowance-2024 to all the Federal Government Employees i.e. Armed Forces Personnel, Civil Armed Forces and Civil Employees of the Federal Government as well as the civilians paid from Defence Estimates including contingent paid staff and contract employees employed against civil posts in Basic Pay Scales on standard terms and conditions of contract appointment. The rate of Adhoc Relief Allowance-2024 is as under: i) BPS-1 to 16  @ 25% of Running Basic Pay ii)      BPS-17 to 22 @ 20% of Running Basic Pay 2. The amount of Adhoc Relief Allowance-2024: 3. The term “Basic Pay” for the purpose of Adhoc Relief Allowance-2024 will also include the amount of the personal pay granted on account of annual increment (s) beyond the maximum of the existing pay scales. 4. The above Adhoc Relief Allowance-2024 shall be accommodated from within the budgetary allocation for the year 2024-25 by the respective Ministries/Divisions/Departments and no supplementary grants would be given on this account. No. SGA(Admn:)IX(23)/2024/S&GAD/550-600 GOVERNMENT OF BALOCHISTAN LABOUR AND MANPOWER DEPARTMENT (Development Section) Dated Quetta, the 08th September, 2023 Notification No.SO(Dev:)II(L)7-3/2023/L&MD/ 268/- In pursuance of the Provision of Section 4 of the Balochistan Minimum Wages Act 2021 (Act No. X of 2021) and consequent upon the approval of the competent authority, (Chief Minister of Balochistan) the Government of Balochistan Labour & Manpower Department is pleased to increase Minimum rates of Wages for the un-skilled adult and juvenile / adolescent workers employed in the Industrial / Commercial Establishment in the Province on the recommendations of Balochistan Minimum Wages Board. 2.  Now, in exercise of the powers conferred by Section-6(1)(a) of Balochistan Minimum Wages Act, 2021 the Government of Balochistan is pleased to declare that the Minimum rates of Wages for un-skilled adult and juvenile / adolescent workers, employed in all the Industrial / commercial Establishment in Balochistan shall be as given in the schedule appended to the Minimum rates of Wages with effect from 1st July, 2023. 3.                The schedule of minimum rate of wages for adult un-skilled and juvenile / adolescent workers is appended below: – SCHEDULE S.No. Category Workers Minimum Rates of Wages Per Day Per Month 1. New Minimum Wage Rates Announced for Khyber Pakhtunkhwa Workers: Effective July 1, 2023-Notification

GOVERNMENT OF KHYBER PAKHTUNKHWA LABOUR DEPARTMENT Peshawar Dated, the 21st September, 2023 NOTIFICATION No.SOL/LD/8-4/2023/MWB/5264-78: In exercise of the powers conferred by clause (a) of sub-section (1) of section 6 of the Khyber Pakhtunkhwa Minimum Wages Act, 2013 (Khyber Pakhtunkhwa Act No. XII of 2013), read with section 4 and sub-section (2) of section 5 thereof, and by revising the previously notified minimum wages, the Government of Khyber Pakhtunkhwa, on the recommendations of the Minimum Wages Board, is pleased to declare the minimum rates of wages, as mentioned in Column No. 2 of the Table below, in respect of workers, as mentioned in Column No. 1 thereof, with effect from 1st July, 2023: Table Category of Workers Minimum Rates of Wages 1 2 Adult,    unskilled,    juvenile    and adolescent   workers   employed   in industrial     establishments                     and commercial establishments, whether registered or unregistered located in the       Province      of            Khyber Pakhtunkhwa. (a) (b) Per day [for eight (08) hours of work] Per month [twenty  six (26) working days] Rs. 1230.77/- (rupees one thousand two   hundred   thirty and    seventy-seven paisas only) Rs. 32,000/- (rupees thirty two thousand only) 2.The minimum wages shall be subject to the following conditions: (a) the employers in all industrial establishments and commercial establishments shall pay to their workers the wages at the rate not less than minimum wages as mentioned in the Table above; (b)       the minimum wages shall not be considered as maximum rates and any existing wages higher than the minimum wages mentioned in the Table above shall not be reduced. However, the employers shall be at liberty to pay higher wages either unilaterally on their own initiative or by collective agreement in view of any special consideration including higher grade, skill, experience and higher cost of living in a particular locality or other reason; (c)        the minimum wages for other categories of workers shall, in no case, be less than the minimum wages fixed herein; (d)       the employers shall revise, where necessary, the rate of remuneration for piece-rate  workers  so  as  to  ensure  that  workers  in  such  piece-ratedoccupations are enabled by working eight (08) hours a day and twenty six (26) days in each month, as the case may be, to receive wages not less than the minimum wages mentioned in the Table above;  (e)       the minimum wages shall be applicable to time rated workers including temporary workers, piece-rated workers and workers engaged on contract basis as per sub-section (2) of section 5 of the Act ibid; (f)        the workers shall continue to enjoy such facilities as house rent allowance or free house, electricity, water, conveyance, free medical aid, gratuity, bonus, pension, any form of insurance, provident fund, recreation, subsidized food, education, holidays and leave with pay, attendance allowance, and any other benefit already provided by the employer; (g)       no  variable  or  incentive  allowance            (non-statutory)  or  value  of  welfare facilities as mentioned in preceding clause shall be adjusted against the minimum wages; (h)       the daily/weekly working hours, conditions of overtime, work on weekly holidays or rest and on paid holidays etc, shall be regulated by the Khyber Pakhtunkhwa Factories Act, 2013, Act ibid  and other relevant labour laws for the time being in force; (i)        the provisions of the Khyber Pakhtunkhwa Factories Act, 2013 and other labour laws for the time being in force shall be applicable generally but more particularly with regard to the daily/weekly working hours, conditions of overtime work, work on day of rest and other similar matters; (j)        the wages of apprentices shall be regulated in accordance with the provisions of the Apprenticeship Ordinance, 1962; and (k)       female and trans gender workers shall get the same minimum wages as male workers receive for work of equal value. I am directed to refer to the letter No.AGS/DAG-DAO/2023-24/418, dated 22nd January, 2024 and No. DAO/NF/Admn/816/2024, dated 2ndJanuary, 2024, received from Accountant General, Sindh and District Accounts Office, NausheroFeroze, respectively on the subject captioned above. whereby it has been informed that most officers I officials have strongly contested the fretting of Adhoc Relief Allowance-2023 and demanded for allowing the said allowance at running basic pay. In this regard. I am directed to clarify that it was specifically mentioned in the minutes of the Cabinet Meeting dated 10th June, 2023 that the relief measures introduced by the Federal Government will be adopted by Provincial Government as well. Since the Adhoc Relief Allowance-2023 introduced by the Federal Government vide Office Memorandum dated 04thJuly, 2023 has been allowed to the Federal Employees on frozen basic pay, and the Adhoc Relief Allowance-2023 introduced by Government of Sindh is on the pattern of Federal Government. I am directed to refer to the subject noted above and to state that as per direction of this Department, all the District Education Authorities across the province are processing the pension cases online. It has come to the notice of this department that the office of DPI (SE), Lahore turns down all the pension cases of BS-18 and above with the query that signatures of CEO(DEA) / DEO concerned are not available on pension papers. It is pertinent to mention here that there is no requirement of the 0/o A.G Punjab for the District Education Authorities concerned to sign / countersign the pension papers in online pension system. 2.         I am, therefore, directed to convey that all the CEOs (DEAs) may forwardthe online pension cases (teaching staff/ BS-18 and above) without their signatures on pension papers. However, an online pension case forwarded from their login will be presumed that the CEO(DEA) has checked and verified all the documents. No.  1(1)R-6/2018                                                                   Islamabad, the 16th April, 2024 OFFICE MEMORANDUM Subject:        VOLUNTARY/RETIRING PENSION OF GOVERNMENT SERVANTS The undersigned is directed to refer to para 5 of this Division’s O.M No.OB.2/63-IMP(I) dated 18.08.1966 and 28.07.1966, reiterated vide O.M No. 8(5)Reg-6/73 dated04.01.1975 on the above subject and to say that according to the Article 465-B of CSR (Note-1), it is the right of all Government servants to seek Voluntary/Retiring Pension after completing 25years of qualifying service; provided that an officer who intends to retire, shall, at least three months before the date on which he/she intends to retire, should submit a written intimation to the authority competent to fill the appointment held by him at the time of submitting that intimation indicating the date on which he/she intends to retire. Such an intimation, once submitted, shall be final and cannot be modified or withdrawn. A number of cases have come to the notice of this Division in which it was found, after such an application for retirement under para 5 of the O.M dated 18.08.1966 referred to above had been submitted and accepted by the competent authority and the government servant had actually retired, that the 25 years qualifying service for pension had not been rendered e.g. the period of extra-ordinary leave had not been excluded from service.As such the government servants became altogether ineligible for pension, which caused hardship. 2.         In order to avoid recurrence of such cases in future and to avoid resultant hardshipto the retired government servant concerned it has been decided: 3.         This O.M. may be adopted in true letter and spirit. No. FD.SR-1/3-10/2004(P-II) GOVERNMENT OF THE PUNJABFINANCE DEPARTMENT Dated Lahore the 07th February, 2024 Subject:              REVISION IN FINANCIAL ASSISTANCE PACKAGE FOR THE FAMILY OF A CIVIL SERVANT Who DIES WHILE IN SERVICE In continuation of this department’s letter of even number dated 07.12.2023 and in pursuance of decision of the Caretaker Provincial Cabinet in its 35th meeting held on 10.01.2024, I am directed to state that the Governor of the Punjab has been pleased to approve following revision in the provisions of Sr. No. 1& 4 & 5 of para-1 of Financial Assistance Package notified vide Finance Department’s policy letter bearing No.FD.SR-1/3-10/2004, dated 15.08.2017 for the families of civil servants who die while in service.
