In the case of Muslim optional holidays, the number of persons permitted to avail optional holidays should be regulated in a manner so that adequate staff is available for proper continuance of the work. The optional holidays are denominational and may be allowed at the discretion of the Head of the Organization, provided that work does not suffer. 5.          A government servant should not ordinarily be refused an optional holiday that is of religious significance. آزاد حکومت ریاست جموں و کشمیر سروسز اینڈ جنرل ایڈمنسٹریشن  ڈیپارٹمنٹ (شعبہ جنرل)  نمبر سروسز/ جنرل-8(31)/2010                                                                                                                                                                                                                                                                                                                           مظفرآباد مورخہ 11ستمبر 2024  عنوان:       پروگرام عید میلاد النبیﷺ 12 ربیع الاول 1446 ہجری 17 ستمبر 2024 السلام علیکم معاملہ عنوان الصدر میں حسب ہدایت تحریر خدمت ہے کہ 12 ربیع الاول 1446 ہجری بمطابق 17 ستمبر 2024 بروز منگل عید میلاد النبیﷺآزاد جموں و کشمیر بھر میں پورے مذہبی جوش و خروش اور عقیدت و احترام سے منائی جائے گی ۔سید المرسلین خاتم النبیین حضرت محمد مصطفی صلی اللہ علیہ والہ وسلم سے محبت اور عقیدت ہمارے لیے ایمان کا جزو ہے ۔جناب وزیراعظم آزاد حکومت ریاست جموں و کشمیر نے خصوصی ہدایت فرمائی ہے کہ امسال 12 ربیع الاول عید میلاد النبی صلی اللہ علیہ والہ وسلم شیانِ شان انداز میں منانے کے لیےآزاد کشمیر کے تینوں ڈویژنز کی سطح پر خصوصی انتظامات کو یقینی بنایا جائے تاکہ رحمت العالمینﷺ سے عقیدت و احترام کا جداگانہ انداز میں اظہار ہو سکے۔ اس نسبت بذیل پروگرام پر عمل درآمد ہوگا؛  ۔ 1-     11 ربیع الاول 1446 ہجری بمطابق 16 ستمبر 202 بروز سوموار بوقت تین بجے سہ پہر عید میلاد النبیﷺ ریلی کا آغاز مرکزی عیدگاہ مظفرآباد سے ہوگا جو جامعہ مسجد خادم الحرمین الشریفین پر اختتام پذیر ہوگی۔ (کاروائی بذمہ: مرکزی سیرت کمیٹی مظفرآباد) ۔2-     12 ربیع الاول 1446 ہجری بمطابق 17 ستمبر 2024 بروز منگل آزاد کشمیر بھر میں تعطیل عام ہوگی۔ ۔ 3- 12ربیع الاول 1446 ہجری با مطابق 17 ستمبر 2024 بروز منگل دن کا آغاز مساجد میں تلاوت قرآن پاک ، صلوۃ و سلام اور دعاؤں سے ہوگا اور بعد نمازِ فجر مسجد خادم الحرمین الشریفین/ مرکزی عیدگاہ میں پرچم کشائی اور سلامی کی تقریب ہوگی۔ (کاروائی بذمہ:سیکرٹری امورواوقاف، مرکزی سیرت کمیٹی مظفرآباد) ۔ 4-   12 ربیع الاول 1446 ہجری و مطابق 17 ستمبر 2024 بروز منگل افتتاحی جلسہ جشن عید میلاد النبیﷺ جامع مسجد سلطانی میں 9:30 بجے صبح منعقد ہوگا اور مرکز ی جلوس کا آغاز 10:30 بجے دن ہوگا ۔ (کاروائی بذمہ: مرکزی سیرت کمیٹی مظفرآباد) ۔5-    جلوس کے اختتام پر 02:00 بجے دوپہر یونیورسٹی کالج گراؤنڈ مظفرآباد میں قومی سیرت النبی صلی اللہ علیہ والہ وسلم کانفرنس منعقد ہوگی ۔ کانفرنس سے حضرت علامہ محمد نعیم الدین الازھری صاحب خصوصی خطاب فرمائیں گے۔ خواتین کے لیے پردے کا خصوصی اہتمام ہے ۔ (کاروائی بذمہ: مرکزی سیرت کمیٹی مظفرآباد)   ۔6-   ایوان صدر،  ایوان وزیراعظم، سول سیکریٹ اور سرکاری عمارات پر چراغاں کا انتظام محکمہ فزیکل پلاننگ آف ہاؤسنگ کرے گا دیگر دفاتر کی عمارات پر چراغاں کا اہتمام متعلقہ محکمہ اورمیئر میونسپل کارپوریشن ہا،  چیئرمین ضلع کونسل ہا کے ذمہ ہوگا ۔ (کاروائی بذمہ: سیکریٹری فزیکل پلاننگ و ہاؤسنگ، سربراہان محکمہ جات/ ادارہ جات، میئر میونسپل کارپوریشن ہا،  چیئرمین ضلع کونسل ہا)   ۔7-   تمام سرکاری اور نجی عمارات پر پاکستان و آزاد جموں وکشمیر کے قومی پرچم لہرائے جائیں گے۔  بازاروں کو رنگ برنگی جھنڈیوں اور بینرز سے سجایا جائے گا۔ (کاروائی بذمہ: سیکریٹری فزیکل پلاننگ و ہاؤسنگ، سربراہان محکمہ جات/ ادارہ جات، میئر میونسپل کارپوریشن ہا،  چیئرمین ضلع کونسل ہا)   ۔8 –  محکمہ مذہبی امور کے زیر اہتمام تمام اضلاع میں رحمت اللعالمینﷺ کانفرنس کا انعقاد کیا جائے گا۔  (کاروائی بذمہ: سیکریٹری مذہبی امورواوقاف) ۔ 9-   دیگر اضلاع و سب ڈویژنز ہامیں بھی سیرت نبیﷺ پر تقریری مقابلہ جات ، مقابلہ حسن وقرآت ، نعتیہ مقابلہ جات کا انعقاد کیا جائے گا۔ ضلعی صدر مقامات پر ان تقاریب کا انتظام ڈپٹی کمشنر اور میئرمیونسپل کارپوریشن ہا چیئرمین ضلع کونسل مقامی میلاد کمیٹیوں کے تعاون سے جبکہ ڈویژن ہا میں یہ انتظامات سب ڈویژنل مجسٹریٹ صاحبان مقامی میلاد کمیونٹی کے مشاورت سے کریں گے۔(کاروائی بذمہ:  ڈپٹی کمشنرزاضلاع ، سب ڈویژنل مجسٹریٹ صاحبان سب ڈویژن ہا ، میئر میونسپل کارپوریشن ہا،  چیئرمین ضلع کونسل ہا) ۔10-    کالجوں، سکولوں اور دیگر دینی درسگاہوں میں مقابلہ حسنِ قرآت ، نعتیہ مقابلہ جات اور سیرت نبیﷺ پر تقریری مقابلہ جات کا انعقاد ہوگا۔(کاروائی بذمہ: سیکرٹری ایلیمنٹری و سیکنڈری ایجوکیشن ، سیکرٹری ہائر ایجوکیشن، سیکریٹری مذہبی امورواوقاف ) ۔11-   سکولوں،  کالجوں یتیم خانہ جات، جیل ہا اور ضرورت مندوں میں مٹھائی تقسیم کی جائے گی اور ہسپتال میں زیر علاج مریضوں میں پھل/تحائف وغیرہ تقسیم کیے جائیں گے۔ جس کا انتظام ضلع انتظامیہ کی ذمہ داری ہوگی۔(کاروائی بذمہ: ڈپٹی کمشنرزاضلاع)    ۔.12-  پریس و الیکٹرانک میڈیاآزاد کشمیر ریڈیو آف ریڈیوز اور ٹیلی ویژن ما ربیع الاول کے دوران خصوصی نشریات کو یقینی بنائیں گے۔ (کاروائی بذمہ: سیکرٹری اطلاعات) ۔13-   بازاروں اور گلیوں وغیرہ کی صفائی کے خصوصی انتظامات کیے جائیں گے۔(کاروائی بذمہ: میئر میونسپل کارپوریشن ہا،  چیئرمین ضلع کونسل ہا) ۔14-  تقاریب جشن عید میلاد النبیﷺ میں سکیورٹی کے خصوصی انتظامات کو یقینی بنایا جائے۔(کاروائی بذمہ: انسپکٹر جنرل پولیس)  سیکشن آفیسر سروسز (جنرل ون)
