Punjab Government Announces 15% Pension Increase for Civil Pensioners Effective July 2024-Notification

NO.FD.SR-III-4-130/2024GOVERNMENT OF THE PUNJAB FINANCE DEPARTMENT Dated. Lahore. the 12th July, 2024 Subject:          GRANT OF INCREASE IN PENSION TO CIVIL PENSIONERS OF THE GOVERNIENT OF THE PUNJAB          I am directed to state that Governor of the Punjab has been pleased to sanction an increase @ 15% (fifteen percent) of net pension w.e.f. 01st July, 2024, until further orders to all civil pensioners of Government of the Punjab. 2.          The 15% increase in pension as allowed vide Para 12(i) of this Department’s circular letter No.FD-PC-2-1/2011, dated 11-07-2011.7.5% increase in pension allowed as vide Para I of this Department’s circular letter No.FD.SR.III-4-259/2015(A), dated 23-07-2015 and 15% increase in pension as allowed vide Para I of this Department’s circular letter No.FD.SR.III-4-160/2021, dated 21-07-2022, shall be admissible to the new pensioners who would retire on or after 01.07.2024. 3.       The 15% increase in pension as mentioned at Para-I above will not be admissible tothe pensioners who would retire on or after 01.07.2021. 4.        For the purpose of admissibility of increase in pension sanctioned in this circular letter, the term “Net Pension” means “pension being drawn” minus “Medical Allowance”. 5.       The increase will also be admissible on family pension granted under the Pension-cum-Gratuity Scheme, 1954. Liberalized Pension Rules, 1977. on pension sanctioned under the Punjab Civil Services Pension Rules as well as on the Compassionate Allowance. 6.     If the gross pension sanctioned by the Government of the Punjab is shared with any Government in accordance with the rules laid down in Part-IV or Appendix-III to the Accounts Code, Volume-I, the amount of the increase in pension will be apportioned between Government of Punjab and the other Government concerned on proportionate basis. 7.          The increase in pension sanctioned in this circular letter will not be admissible on Special Additional Pension allowed in lieu of pre-retirement Orderly Allowance. 8.          The benefit of increase in pension sanctioned in this circular letter will also be admissible to those civil pensioners of the Punjab Government who are residing abroad (other than those residing in India and Bangladesh) who retired on or after 15.08.1947 and are not entitled to, or are not in receipt of pension increase under the British Government’s Pension (Increase) Acts. I am directed to refer to the subject noted above and to state that as per direction of this Department, all the District Education Authorities across the province are processing the pension cases online. It has come to the notice of this department that the office of DPI (SE), Lahore turns down all the pension cases of BS-18 and above with the query that signatures of CEO(DEA) / DEO concerned are not available on pension papers. It is pertinent to mention here that there is no requirement of the 0/o A.G Punjab for the District Education Authorities concerned to sign / countersign the pension papers in online pension system. 2.         I am, therefore, directed to convey that all the CEOs (DEAs) may forwardthe online pension cases (teaching staff/ BS-18 and above) without their signatures on pension papers. However, an online pension case forwarded from their login will be presumed that the CEO(DEA) has checked and verified all the documents. No.  1(1)R-6/2018                                                                   Islamabad, the 16th April, 2024 OFFICE MEMORANDUM Subject:        VOLUNTARY/RETIRING PENSION OF GOVERNMENT SERVANTS The undersigned is directed to refer to para 5 of this Division’s O.M No.OB.2/63-IMP(I) dated 18.08.1966 and 28.07.1966, reiterated vide O.M No. 8(5)Reg-6/73 dated04.01.1975 on the above subject and to say that according to the Article 465-B of CSR (Note-1), it is the right of all Government servants to seek Voluntary/Retiring Pension after completing 25years of qualifying service; provided that an officer who intends to retire, shall, at least three months before the date on which he/she intends to retire, should submit a written intimation to the authority competent to fill the appointment held by him at the time of submitting that intimation indicating the date on which he/she intends to retire. Such an intimation, once submitted, shall be final and cannot be modified or withdrawn. A number of cases have come to the notice of this Division in which it was found, after such an application for retirement under para 5 of the O.M dated 18.08.1966 referred to above had been submitted and accepted by the competent authority and the government servant had actually retired, that the 25 years qualifying service for pension had not been rendered e.g. the period of extra-ordinary leave had not been excluded from service.As such the government servants became altogether ineligible for pension, which caused hardship. 2.         In order to avoid recurrence of such cases in future and to avoid resultant hardshipto the retired government servant concerned it has been decided: 3.         This O.M. may be adopted in true letter and spirit. GOVERNMENT OF BALOCHISTANFINANCE DEPARTMENT (Regulation-I)                                                                                                 Dated Quetta, the 27th September, 2023 NOTIFICATION: No.FD(R-I)II-29/2023/5154-5257/   With prior approval of the Government of Balochistan, the Finance Department is pleased to modify the notification No.FD(R.-I)V-1/2021/1731-1850 dated 9th July, 2021 and increase the Monthly Pension of the Civil Pensioners & their families, @ 10% in the not Monthly Pension as drawn on 30th June, 2021 with effect from 1st July, 2021. The term Net Monthly Pension means the pension being drawn on 30th June, 2021 minus Medical Allowance. All the other contents and terms & conditions of the aforementioned notification will remain the same. 2. In exercise to grant the increase allowed as above, w.e.f. 1st July, 2021, the arrears of increase (Due, drawn, difference) will be adjusted in the regular Monthly Pension pay roll of the Pensioners and, the financial impact will be adjusted accordingly in revised budget of CFY 2023-24. 3. The increase hereby allowed shall be provisional & shall be reversible and recoverable from pensioners in ease the Hon’ble Supreme Court decides the case of Government of Balochistan vide CPLA No.207-Q/2022 in faovur of the Government, since the judgment of Hon’ble High Court regarding allowing the increase of Monthly Pension @10% on the net Monthly Pension as drawn: on 30th June, 2021 of the Provincial Civil Pensioners & their Families  with effect from 1st July, 2021, has been assailed by the Government of Balochistan. GOVERNMENT OF PAKISTANFINANCE DIVISION(Regulation Wing) No. F. 4(1)-Reg.6/2012-1144                                                                   Islamabad, the 2nd July, 2012 OFFICE MEMORANDUM Subject:        GRANT OF INCREASE IN PENSION TO CIVIL PENSIONERS OF THE FEDERAL GOVERNMENT AS WELL AS RETIRED ARMED FORCES PERSONNEL The President has been pleased to sanction an increase @ 20% of net pension with effect from 1st July, 2012 until further order to all civil pensioners of the Federal Government including civilians paid from Defence Estimates as well as retired Armed Forces personnel and Civil Armed Forces Personnel 2.                 However, 15% increase in pension allowed vide para 2 of the Finance Division’s O.M. No.F.4(1)-Reg.6/2010-721 dated 05.07.2010 and the 15% increase in pension as allowed vide paras-15 of Finance Division’s O.M. No. F. No. 1(5)-Imp/2011-419 dated 04.07.2011 shall be admissible to the new pensioners who would retire on or after 1.07.2012. 3.                 The 20% increase in pension as mentioned at para 1 above will also be admissible to the pensioners who would retire on or after 01.07.2012. 4.                 For the purpose of admissibility of increase in pension sanctioned in this O.M. the term “Net Pension” means “Pension being drawn” minus “Medical Allowance”, which shall be continued to be admissible at the level of its admissibility as on 30.06.2012 5.                 The increase will also be admissible on family pension granted under the Pension-cum-Gratuity Scheme, 1954, Liberalized Pension Rules, 1977, on pension sanctioned under the Central Civil Services (Extra Ordinary Pension) Rules as well as on the Compassionate Allowance under CSR-353. 6.                 If the gross pension sanctioned by the Federal Government is shared with any Government in accordance with the rules laid down in part-IV of Appendix III to the Accounts Code, Volume-1, the amount of the increase in pension will be apportioned between the Federal Government and the other Government concerned on proportionate basis. 7.                 The increase in pension sanctioned in this O.M. will not be admissible on Special Additional Pension allowed in lieu of pre-retirement orderly allowance 8. GOVERNMENT OF PAKISTANFINANCE DIVISION(Regulation Wing) No.F.6(1)R-10/2010-171-2011                                                    Islamabad, the 24th March, 2011 OFFICE MEMORANDUM Subject:    GRANT OF MEDICAL ALLOWANCE TO CIVIL EMPLOYEES/PENSIONERS OF THE FEDERAL GOVERNMENT In partial modification of this Division’s O.Ms.No.1(1)Imp/2010-622 and No.F.16(1)Reg-6/2010-778 both of dated 5th July, 2010 regarding the subject mentioned above, the undersigned is directed to state that it has been decided in consultation with Ministry of Health that serving/retired civil employees of the Federal Government or member of his/her family, suffering from the following chronic diseases, will be entitled for reimbursement of amount spent on account of purchase of medicines for the medical treatment at OPD:- 1)         Chronic pulmonary-cardiovascular and circulatory disorders. 2)        Tumours, malignancies, cancer and chronic blood disorders (Thallasaemias etc). 3)         Chronic hepato-renal disorders, organ failure, dialysis and transplants. 4)         Chronic neuro-psychiatric diseases,    neuropathies, epilepsy, paralysis. 5)         Chronic inflammatory-infectious diseases (rheumatoid arthritis, hepatitis, TB. tetanus etc). 6)         Chronic endocrine disorder (diabetes/goiter pancreatitis etc). 7)         Chronic degenerative disorders. 8)         Poisoning, dog and snake bite. 9)         Drug Abuse, STD, HIV/AIDS, VHF. 10)       Chronic skin diseases, allergies – chronic connective tissue and auto immune disorders. 11)       Injuries including orthopaedics, burns, gunshot, blast and head injuries. 12)       Day     surgery (obstetric-gynae disorders, deliveries, cataract and eye/ENT day procedures). 13)       Shock. cardiogenic shock, stroke and electrolyte disorders. 14)       Treatment for eye, ENT and disabilities/handicapps 15)       Dental treatment. 2.                     The financial impact arises-out from reimbursement of medical charges in the matter will be met out of the allocated budget for the year 2010­-2011 by the respective Ministries/Divisions and no supplementary grant would be given on this account. 3.                     Ministry of Health will issue necessary instructions for constitution of a Medical Board at each Government Hospital, which will examine the serving/retired Government servant or a member of his/her family and decide suffering from chronic disease, not covered under the above stated list, for reimbursement of medical expenses incurred for the treatment in OPD and their decision shall be final.
