Higher Education Department KP Enforces ETEA Screening and NOC Protocols for Appointments:

The Government of Khyber Pakhtunkhwa’s Higher Education, Archives, and Libraries Department has issued a notification, dated January 13, 2025, to announce revised Standard Operating Procedures (SOPs) concerning the ongoing ban on recruitment and promotions. The directive underscores the commitment of the provincial government to streamline and regulate human resource practices in higher education institutions while ensuring transparency, efficiency, and fiscal responsibility.

The SOPs cover a comprehensive framework for handling promotions and recruitments across academic and administrative cadres, including those under tenure track systems (TTS) and contract employment. The guidelines emphasize the importance of justifications for every request, including enrollment statistics, student-teacher ratios, financial implications, and service tenure. Furthermore, the integration of screening tests conducted by the Educational Testing and Evaluation Agency (ETEA) aims to ensure merit-based selections across all positions.

This notification serves as a strategic policy document to manage human resources effectively in the education sector, keeping in view the constraints on resources while maintaining academic and administrative efficiency. Notification Describes;

NO.SO(U-V)HED/1-1/Misc/2021: The Minister, Higher Education, Khyber Pakhtunkhwa is pleased to announce the revised SOPs on the ban on all types of recruitment and Promotions including the hiring of contract employees.

SOPs

Screening Test: All types of recruitments (promotions, initial recruitments, and contract recruitments) must undergo a screening test conducted by the Educational Testing and Evaluation Agency (ETEA). No recruitment will be made without ETEA screening.

Promotion Cases of TTS Faculty: A proper case for No Objection Certificate (NOC) should be submitted to the Secretary of HED, accompanied by a justification that includes enrollment detail, student-teacher ratio in the relevant department or discipline, length of service of the employee, financial implications of the promotion and fiscal space for the proposed promotion.

Promotion Cases of administrative staff: A proper case for a No Objection Certificate (NOC) should be submitted to the Secretary of HED, accompanied by a justification that includes details about employees’ length of service of the employees, financial implications of the promotion and fiscal space for the proposed promotion.

Recruitment Cases: A case for NOC for the Finance Department should be sent through HED to the Secretary of HED, along with a detailed justification that includes student- teacher ratio, student enrollment, and other relevant factors.

Contract Recruitment: A proper case for NOC request should be shared with the Secretary of HED, providing justification for contract enrollment, including enrollment and student-teacher ratio in the relevant department or discipline.
