The Directorate General MIS, Office of the Controller General of Accounts (“The Employer”), invites sealed technical and financial proposals from individual consultants for the following twenty-eight (28) consultancies in accordance with Consultancy Services Regulations 2020 (As amended from time to time). The services of selected individual consultants will be hired for the period of 1, 2, and 3 years respectively, based on the scope of work, through an Open Competitive Bidding under the Single-Stage, Two-Envelope procedure, in accordance with the Public Procurement Rules 2004, PPRA Consultancy Services Regulations 2020, and the E-Pak Acquisition and Disposal System (E-Procurement Rules, 2023). The Proposal (Technical and Financial) must be submitted via the EPADS portal only on or before 12.06.2025 (Thursday) by 11:00 A.M. However, in view of the limited time for completion of procurement cycle for urgent consultancies requirement for smooth running of FABS system in wake of closure of FY 2024-25, E-PAD training arrangement though PPRA, expected constraints of eligible potential bidders/consultant for EPAD registration, Technical and Financial Proposals may be accepted in hard form subject to compliance of Public Procurement Rules, 2004 for submission of bids. The Technical Proposals will be opened on the same day at 11:30 A.M (12.06.2025) in the presence of bidders/consultants and the Consultants Selection Committee in the Committee Room of the AGPR, AGPR Building, 2nd Floor, Sector G-8/4, Islamabad. 4. Shortlisted consultants will be contacted for interviews or presentations, either in person or virtually, before 04:30 PM (PST). The selection will be based on market-based, competitive lump-sum compensation packages, and other applicable contract benefits. 5. All proposals will be evaluated using the Quality and Cost-Based Selection (QCBS) method, as per PPRA Consultancy Services Regulations 2020. Proposals that are conditional, non-responsive, or submitted late will be rejected immediately. Note: “While active registration with the EPADS portal of PPRA is preferred for bid submission, however potential eligible consultants are encouraged to submit sealed proposals along-with a Bid Securing Declaration form in hard copy.
