Admissiblity Of Daily Allowance To Civil Servants Proceeding Abroad To Participate In Seminars Etc.

The Issued Notification Is As Under: GOVERNMENT OF PAKISTANFINANCE DIVISION(REGULATIONS WING) No.F.3(24)R-10/87-159                                                 Islamabad, the 12th October, 2023 OFFICE MEMORANDUM Subject: –      ADMISSIBLITY OF DAILY ALLOWANCE TO CIVIL SERVANTS  PROCEEDING ABROAD TO PARTICIPATE IN SEMINARS ETC. The undersigned is directed to refer to the subject noted above, and to state that in some cases, it has been observed that government officers are drawing Daily Allowance and other allowances from the public exchequer even for foreign tours/visits and short courses which are fully funded by Foreign Governments or International Agencies. Apparently, this is due to a misinterpretation or incorrect application of the applicable rules. 2.                     The admissibility of Daily Allowance shall be subject to the following conditions:- i)              As per para-5 (iv) of this Division’s O.M No. 1(10)R.10/2006-259 dated 02.08.2023 (Annex-I), 30% of the DA is admissible to the Government officials who are declared “State Guests” by the host country and are provided boarding and lodging. The Government officials, who attend fully funded training courses and seminars, are not treated as “State Guests” unless they are declared as such by the host country. ii)             The Government officials proceeding abroad to participate in trainings, seminar, symposia, international conferences, visits and programs etc. where return air ticket, boarding and accommodation is borne by donor agencies/countries, whatever its duration may be. The Government officials are not entitled to Daily Allowance as laid down in this Division’s O.M.No.F.3(24)R-10/87, dated 05-11-2020 (Annex-II). iii)            The policy instructions contained in Finance Division’s O.M. No. F.3(24)R-10/04/313/05 dated 16-06-2005 (Annex-III), are applicable in case of short term obligatory seminars, symposia, international conferences, tours and programmes where partial subsidy was provided by the Government of Pakistan. Fully funded program by the donor agencies/countries are not covered under this policy. iv)           The Government officials are entitled to full DA during 1st week and Subsistence Allowance fixed amount per month only for the rest of the training period, where the entire expenses of the training are borne by the Government of Pakistan itself (other than Foreign Technical Assistance Program) as per Finance Division’s O.M.No.F.6(1)R-10/83- 209/08, dated 27-06-2008 (Annex-IV). v)            Where the visit is fully funded, in each case while authorizing visits and courses abroad, the relevant Ministries/Division should clearly mention in the notification of approval that the visit will be “at no cost to the Government, 3.                     The cases seeking permission of travelling abroad to attend the trainings/meetings/seminars etc. are dealt with by Cabinet Division in the light of instructions issued by Cabinet Division from time to time. Cabinet Division has issued latest instructions vide O.M.No.F.9-148/2002-Min-II, dated 26-10-2018 (Annex-V) as amended vide O.M No.F.9-148/2002-Min-II, dated 07-10-2021 (Annex-VI). 4.                     The Account General Pakistan Revenue and Military Accountant General Offices should issue instructions to all account offices to scrutinize the bills prior to making payments. 5.                     Ministries/Divisions are therefore, advised to strictly comply with the rules/instructions in true letter and spirit. In A Move To Support Section Officers re-employed against civil posts on a contract basis: Dear visitors and valued government employees, We are pleased to announce a significant development from the Government of Pakistan, Finance Division (Regulation Wing), through an Office Memorandum dated 5th July 2010. This memorandum addresses the “Grant of Ad-hoc Allowance – 2010” at the rate of 50% of the existing basic pay, specifically to Section Officers re-employed against civil posts on a contract basis. Notification describes; GOVERNMENT OF PAKISTANFINANCE DIVISION(Regulation Wing) No.F.1(1)Imp/2010-623                                                                 Islamabad, the 5th July, 2010 OFFICE MEMORANDUM Subject:    GRANT OF AD-HOC ALLOWANCE – 2010 @ 50% OF EXISTING BASIC PAY. The President has been pleased to sanction with effect from July, 2010 and till further orders an Ad-hoc Allowance – 2010 @ 50% of the basic pay of Rs.24,465/- included in the package of Rs.31,500/- to the Section Officers re-employed against civil posts on contract basis. 2.               The amount of this Ad-hoc Allowance:              i)    will be subject to income Tax,              ii)   will be admissible (hiring             iii)  will not be admissible to the employees during the tenure of their posting/ deputation abroad.                   iv)  will be admissible to the employees on their repatriation from posting/ deputation abroad at the rate and amount which would have been admissible to them had they not been posted abroad. 3.               The above Ad-hoc Allowance – 2010 shall be accommodated from within the budgetary allocation for the year 2010-2011 by the respective Ministries/Divisions/Departments and no supplementary grants would be given on this account. Section Officer (Imp) Adhoc Relief Allowance-2010: Key Highlights: – The President has sanctioned an Ad-hoc Allowance – 2010, effective from July 2010 until further notice, at the rate of 50% of the basic pay. – This allowance is applicable to Section Officers re-employed against civil posts on a contract basis and is based on a basic pay of Rs. 24,465, which is part of a package totaling Rs. 31,500. – The Ad-hoc Allowance will be subject to Income Tax. – It will be admissible during hiring. – Employees posted or deputed abroad will not be eligible for this allowance during their tenure abroad. However, they will receive it upon repatriation at the rate and amount they would have received had they not been posted abroad. Concluding Words: The Ad-hoc Allowance – 2010 for Section Officers re-employed on a contract basis will be accommodated within the budgetary allocation for the year 2010-2011 by the respective Ministries, Divisions, and Departments. GOVERNMENT OF PAKISTANFINANCE DIVISION(Regulation Wing) No.F.1(1)Imp/2010-622                                                                 Islamabad, the 5th July, 2010 OFFICE MEMORANDUM Subject:    GRANT OF AD-HOC ALLOWANCE – 2010 @ 50% OF EXISTING BASIC PAY AND MEDICAL ALLOWANCE. The President has been pleased to sanction with effect from 1st July, 2010 and till further orders an Ad-hoc Allowance – 2010 @ 50% of the existing basic pay of Basic Pay Scales, 2008 to all the civil employees of the Federal Government as well as the civilians paid from Defence Estimates including contingent paid staff and contract employees employed against civil posts in Basic Pay Scales on standard terms and conditions of contract appointment. 2.               The amount of this Ad-hoc Allowance: i)    will be subject to Income Tax. ii)   will be admissible during leave and entire period of LPR except during extra ordinary leave. iii)  will not be treated as part of emoluments for the purpose of calculation of Pension/gratuity and recovery of House Rent. iv)  will not be admissible to the employees during the tenure of their posting/deputation abroad. v)   will be admissible to the employees on their repatriation from posting/ deputation abroad at the rate and amount which would have been admissible to them had they not been posted abroad. 3.               The term “Basic Pay” for the purpose of Ad-hoc Allowance – 2010 will also include the amount of the personal pay granted on account of annual increment(s) beyond the maximum of the existing pay scales. 4.               This Ad-hoc Allowance will not be admissible to personnel of Armed Forces, Civil Armed Forces, ICT Police, National Highways & Motorways Police and employees of other Departments who have already been allowed an allowance equal to one month’s basic pay. Medical Allowance — 2010: 5.               On the recommendations of Pay & Pension Commission – 2009, the Medical Allowance in lieu of Outdoor Treatment and reimbursement of medical expenses has been granted as under: Sr. No. BPS Existing Rates BPS Revised Rates i) 1-15 & 16 Non-Gazetted) Rs. 500/- p.m. 1-15 Rs. 1000/- p.m. ii) 16-22 Nil 16-22 15% of basic pay Note:     The existing facility of reimbursement of amounts spent on account of purchase of medicines by Government servants and local purchase of medicines by Government Hospitals for Outdoor Patient (OPD) will be discontinued. However, the existing facilities for consultation and diagnostic investigations at OPD will continue as before. Reimbursement/Local Purchase on account of cancer, Hepatitis B, C and Insulin dependent diabetes would be admissible for OPD patients. The existing facility of reimbursement of all kinds of expenditure on account of Indoor Medical Treatment will continue as before. 6.               The above Ad-hoc Allowance — 2010 and Medical Allowance shall be accommodated from within th budgetary allocation for the year 2010-2011 by the respective Ministries/Divisions/Departments and no supplementary grants would be given on this account. The undersigned is directed to refer to Para 8(1) of Finance Division’s O. M. GOVERNMENT OF PAKISTANFINANCE DIVISION(Regulations Wing) No.F.4(1)-Reg.6/2009                                                                Islamabad, the 13th July, 2009 OFFICE MEMORANDUM Subject:    GRANT OF INCREASE IN PENSION TO CIVIL PENSIONERS OF THE FEDERAL GOVERNMENT AS WELL AS RETIRED ARMED FORCES PERSONNEL The President has been pleased to sanction an increase in pension with effect from 1st July, 2009 until further order to all civil pensioners of the Federal. Government including civilians paid from Defence Estimates as well as retired Armed Forces Personnel at the following rates:- (ii)       Those pensioners who retired after 30.06.1999 onwards    15% 2.         The 15% increase in pension as mentioned at pars I (ii) above will also be admissible to the pensioners who would retire on or after 01.07.2009. 3.         The Government servants who would retire on or after 01.07.2009 will also be entitled for increase in pension @ 10% and 15% which have been allowed vide Finance Division’s O.Ms No. 1(1)-Imp/005 dated 01.07.2005 and 4(3)-Reg.6/2006 dated 30.06.2006. 4.         For the purpose of admissibility of increase in pension sanctioned in this 0.M. the term “Net Pension” means “Pension being drawn”. 5.         The increase will also be admissible on family pension granted under the Pension-cum-Gratuity Scheme, 1954, Liberalized Pension Rules, 1977, on pension sanctioned under the Central Civil Services (Extra Ordinary Pension) Rules as well as on the Compassionate Allowance under CSR-353. 6.         If the gross pension sanctioned by the Federal Government is shared with any Government in accordance with the rules laid down in part-IV of Appendix III to the Accounts Code, Volume-I, the amount of the increase in pension will be apportioned between the Federal Government and the other Government concerned on proportionate basis. 7.         The increase in pension sanctioned in this O.M. will not be admissible on Special Additional Pension allowed in lieu of pre-retirement orderly allowance. 8.         The increase in pension allowed by the Government during their re-employment shall not be admissible during the period of their re-employment, but the same will be allowed after the termination of the re-employment contract. However, the increases in pension admissible to the pensioners of the Federal Government before their re-employment on contract basis will continue to be admissible to them provided that they are not in receipt of any increases allowed as Allowances with their pay in lieu of increases in pension. 9.         The benefit of increase in pension sanctioned in this D.M. will also be admissible to those Civil Pensioners of the Federal Government who are residing abroad (other than those residing in India and Bangladesh) who retired on or after 15.08.1947 and are not entitled to, or are not in receipt of pension increase under the British Government’s Pension (increase) Acts.
