The undersigned is directed to refer to the subject noted above and to state that in pursuance of Cabinet Decision in case No ECC-134/13/2024 dated 27.06 .2024 Federal Government has decided that in future. Contributory Pension Fund Scheme shall be introduced for all the Civil Employees of the Federal Government including Civilian paid from Defence Estimates who are appointed on regular basis on or after 01.07.2024. This scheme shall also be applicable to the Armed Forces who are appointed on regular basis on or after 01.07.2025. 2. The rate of contribution from the employees and the Federal Government as under; (I) Contribution @ 10% of the Basic Pay by the employees (ii) Contribution @ 20% of the Basic Pay of the employees by the Federal Government. 3 . Finance Division Clarifies: Only Pre-1959 Pensioners Eligible for Foreign Exchange Payments-Notification

Government of PakistanFinance Division(Regulations Wing) No. F. 6(1)Reg-7/2014-205 Islamabad, the 28th August, 2024OFFICE MEMORANDUM Subject: PAYMENT OF PENSIONS IN FOREIGN EXCHANGE TO THOSE WHO ARE RESIDING ABROAD Instances have been reported to Finance Division that a number of pensioners, who are residing abroad, are drawing/trying to draw their pensions in foreign exchange. The situation relating to current account balance of the country does not permit the Federal government to allow pensioners residing abroad to draw pension in foreign exchange. Further, in view of the digitization and worldwide accessibility of the banking channel, there would be no need for . such permission. 2. In this regard, it is stated that Section IV of Chapter XLVIII of the Civil Service Regulations (CSR 966 — CSR 973) allows the grant of pension in foreign are residing abroad after retirement. Finance Division, vide O.M No. F. 1(10)EF(B.II)/79-2340 dated 17-11-1980 laid down procedure to be adopted for payment of pension in Foreign Exchange through Pakistani Mission Abroad. 3. Finance Division is of the definite view that these provisions are meant for those pensioners, who have been appointed before 2nd January, 1959 and the pensioners appointed on or after 2nd January, 1959 are not entitled to draw their pension in Foreign Exchange. 4. It is accordingly advised to ensure that no pensioners, who have been appointed or_or after 2nd January, 1959 be allowed to draw pension in foreign exchange. This O.M may be give wise-publicity. OF FINANCE DIVISION (REGULATION WING), GOP REGARDING GRANT OF ADHOC RELIEF ALLOWANCE-2024 TO THE EMPLOYEES OF IESCO AND INCREASE IN PENSION TO PENSIONERS OF IESCO The Board took note of the working paper. In response to a question, the Director General (FIR) informed the Board that the regular employees of the company are in BPS grades, and IESCO follows the same BPS grades as applicable to government employees. The Board discussed the matter and approved the adoption of the Off. Memorandums (O.Ms.) issued by the Finance Division (Regulation Wing) Government of Pakistan, which grant Adhoc Relief Allowance-2024 and an increase in pensions to Government employees. FINANCE DEPARTMENT AZAD GOVT OF THE STATE OF JAMMU & KASHMIR “Muzaffarabad” Dated: 24 July, 2024 Notification: No. FDR/7934-8033 /2024. The President Azad Jammu and Kashmir has been pleased to sanction an increase @15% of net pension with effect from 01.07.2024 until further orders to all civil pensioners of Azad Government of the State of Jammu & Kashmir including array pensioners drawing pension from Azad Jammu and Kashmir. 2. The increase in pension @15% as mentioned at para-1 above will also be admissible tothe pensioners who would retire on or after 01.07.2024. 3. For the purpose of admissibility of increase in pension sanctioned in this Notification, the term “Net Pension” means “Pension being drawn” minus “Medical Allowance”. 4. The increase will also be admissible on family pension granted under thePension-cum-Gratuity Scheme, 1954, Liberalized Pension Rules, 1977, on pension sanctioned under the Azad Kashmir Civil Services Pension Rules, 1971, as well as on the Compassionate Allowance allowed under the AJ&K Civil Servants Act, 1976. This increase will also be admissible to the pensioners in receipt of Extra-ordinary Pension. 5. If the Gross Pension sanctioned by Azad Government of the State of Jammu & Kashmiris shared with any Government in accordance with the relevant rules, the amount of the increase in pension will be apportioned between the Azad Government of the State of Jammu & Kashmir and the other Government concerned on proportionate basis. 6. The increase in pension sanctioned in this Notification will not be admissible on Special Additional Pension allowed in lieu of Pre-retirement orderly allowance and salary of a driver or an orderly sanctioned from time to time. Balochistan Government Announces 15% Pension Increase for Civil Pensioners: Effective from July 2024-Notification

The Government of Balochistan Finance Department with prior approval of the Competent Authority is pleased to sanction an increase @15% of net pension with effect from 1st duly 2024 and until further orders to all the Civil Pensioners of the government of Balochistan. 2. The increase in pension sanctioned in this circular will not be admissible on special Additional Pension allowed in lieu of pre-retirement orderly allowance and monetized value of a driver or an orderly, or any other such allowance, if any.s 2024-25 without any supplementary grant on this account. 3. The increase in pension @ 15% as mentioned in para-I above will also be admissible to the pensioners who would retire on or after 1st July 2024. 4. For the purpose of admissibility of increase in pension sanctioned dint his circular the term “Net Pension” means “Pension being drawn” minus “Medical Allowance”. 5. GOVERNMENT OF KHYBER PAKHTUNKHWAFINANCE DEPARTMENT(REGULATION WING) Peshawar, Dated the 23rd July, 2024 NOTIFICATION No.FDSO(SR-II)/2-4/2024/Pension: The Provincial Government has been pleased to sanction an increase @ 15% of net pension with effect from 1st July, 2024 and until further orders to all the Pensioners of the Government of Khyber Pakhtunkhwa. 2. This 15% increase in pension as mentioned at para-1 above will also be admissible to the Pensioners who would retire on or after 01.07.2024. 3. For the purpose of admissibility of Increase in pension sanctioned in this notification the term “Net Pension” means “Pension being drawn” minus “Medical Allowance”. 4. The increase will also be admissible on family pension granted under the Pension-Cum-Gratuity Scheme, 1954, Liberalized Pension Rules, 1977, on pension sanctioned under the Provincial Civil Servants Pension Rules (Extra Ordinary Pension) as well as the Compassionate Allowance. 5. If the gross pension sanctioned by the Provincial Government is shared with any other Government in accordance with the rules laid down in part-iv of Appendix-III the Accounts Code, Volume-I, the amount of the increase in pension will be apportioned between the Government of Khyber Pakhtunkhwa and the other Government concerned, on proportionate basis. 6 The increase in pension sanctioned in this notification will not be admissible on special additional pension allowed in lieu of pre-retirement orderly allowance. 7. The benefit of increase in pension sanctioned vide this notification will also be admissible to those Pensioners of Government of Khyber Pakhtunkhwa, who are residing abroad (other than residing in India and Bangladesh) who retired on or after 15.08.1947 and are not entitled to, or not in receipt of pension increase under the British Government’s Pension (increase) Acts.
