The honorarium serves as a special bonus to recognize the dedication and hard work of LESCO’s workforce. According to the official notification, regular, contract, deputation, daily wage, and part-time employees who have been on the company’s payroll for at least six months as of February 28, 2025, will be eligible for this financial benefit. However, employees involved in misconduct, corruption, theft, or facing departmental or legal inquiries (such as NAB/FIA investigations) will not be entitled to receive the honorarium. The daily wages employees would be allowed Honorarium equivalent to the pay determined by adding number of increments corresponding to their number of year served so far to the minimum of the pay scale. c.            The regular employees / contract employees hired on pay scales would be allowed one month running basic pay. d.           The contract employees on lumpsum package/third party/part Time employee would be allowed at rate of 60% thereof. e.            The employees involved in acts of misconduct viz corruption, theft of electricity, embezzlement, fraud and unethical act / gross misconduct etc., will not be entitled. f.             The employees, who are under any enquiry investigation in the department as well as in NAB/FIA etc. will not be eligible. In case of exoneration from the charges, the employee will be entitled for Honorarium. g.            The employee on extra ordinary leave or on deputation abroad will not be entitled for honorarium. h.           An employee penalized (Major penalty) under E&D rules during last one year will not be entitled for Honorarium. This decision follows a stay order issued by the National Industrial Relations Commission (NIRC) Karachi, temporarily suspending the assessment process. The Prime Minister’s Office inquiry report had recommended conducting a “Specially Designed Test” to evaluate the competence and skill level of new employees recruited under Pakistan Post’s rental properties and recruitment process. The Director General of Pakistan Post, Islamabad, had endorsed this recommendation. However, in response to a legal challenge, the NIRC has issued a stay order, halting the reassessment process until further notice. The Pakistan Post administration has confirmed that all necessary arrangements, including the issuance of roll number slips, preparation of question papers, and nomination of invigilators, had been made in advance. However, the reassessment test will remain on hold until the court proceedings conclude. The Director General, Pakistan Post, Islamabad also endorsed the recommendations vide letter No. ER.18-06/2023 (Khi) dated 23-12-2024 & ER.S-1/2025 dated 13-03-2025. It is submitted that re-examination/ reassessment test of newly recruited officials has been scheduled on 22-03-2025 and 23-03-2025 in Metropolitan Circle, Karachi. In this regard all necessary arrangements, including issuance of SOP’s Roll number slips, preparation of question papers and nomination of Invigilators etc were made. This Circle was fully prepared to execute the process of re-examination. This office has received a judgment of Honorable National Industrial Relations Commission (NIRC) Karachi, vide letter No. 4A (53)/2025-K CMA;(01)/2025-K dated 20-03- 2025 (copy enclosed). The operative part of the order is reproduced below: “In the meantime, the operation of impugned letter dated No. MCK/S/Rect- Inquiry/2024 dated 18.03.2024, MCK/S/Rectt-Inquiry/2024 dated 18.03.2024 and No. ER.5- 1/2025 dated 13.03.2025 will remain suspended till next date of hearing and respondents are directed not to disturb the service of petitioners till next date of hearing”. Hence, the proceedings of reassessment/re-examination are being postponed until the outcome of the cases in Honorable National Industrial Relations Commission (NIRC) Karachi. However, employees facing disciplinary actions, investigations, or those on extraordinary leave/deputation abroad will not qualify. The decision aims to recognize the hard work and dedication of MEPCO staff while maintaining transparency and accountability. Employees who have been working for at least six months on the payroll are eligible for this incentive, except those involved in misconduct cases or under investigation by NAB, FIA, or other agencies. Daily Wages employees must have originally been appointed atleast one year back from issuance of order. They would be allowed Honorarium equivalent to minimum of pay scale of their posts. c. The employees involved in acts of misconduct viz corruption, theft of electricity, embezzlement, fraud and unethical acts/gross misconduct etc. will not be entitled. d. The employees who are under any enquiry/investigation in the department as well as in NAB / FIA etc. will not be eligible. In case of exoneration from the charge, the employee will be entitled for Honorarium. e. The clause d shall not be applicable in case where on the date of consideration of the employee for Honorarium, an enquiry, investigation, case or a reference is pending against any employee in Anti-Corruption Establishment, Federal Investigation Agency, National Accountability Bureau or such other organization by whatever name called for is pending against him/her for more than three years and the delay has not been caused by any reason attributable to the employee. f. The employees on extra ordinary leave or on deputation abroad will not be entitled. g. An employee penalized (major penalty) under E&D rules during last one year will not be entitled. h. Honorarium be allowed to employees transferred to MEPCO and having less than six month stay subject to provision of certificate of previous company from where these employees have been transferred to the affect that these employees have not taken Honorarium from their previous company. i. Honorarium equal to 40% of the lump sum package be allowed to employees engaged on lump sum package.
