Government Initiates Review of Pakistan Engineering Council’s Performance:
The Federal Cabinet of Pakistan has taken a significant step by constituting a Cabinet Committee to evaluate the performance of the Pakistan Engineering Council (PEC). This decision, made under Case No. 94/08/2025, is in accordance with Rule 17(3) of the Rules of Business, 1973. The official government notification, issued on February 28, 2025, details the composition, terms of reference (TORs), and responsibilities of the committee.
The committee is led by the Minister for Law and Justice as the Convener and includes high-ranking officials from the Science and Technology, National Food Security, and Industries Divisions. Its primary focus is to evaluate PEC’s performance, investigate complaints against the body, and review gaps in the Pakistan Engineering Council Act, 1975. The Science and Technology Division will provide secretarial support, and a final report is to be submitted within three weeks.

No.F.5/42/2024-Com. The Federal Cabinet, under Case No.94/08/2025 dated 18.02.2025 and in terms of rule 17(3) of the Rules of Business, 1973, has been pleased to constitute a Cabinet Committee on the Performance of the Pakistan Engineering Council, with the following composition:
- Minister for Law and Justice Convener
- Minister for Science and Technology Member
- Minister for National Food Security and Research Member
- Secretary, Industries and Production Division Member
- Secretary, Law and Justice Division Member
- Secretary, Science and Technology Division Member
Any member co-opted by the Committee
2. The Terms of Reference (TORs) of the Committee shall be as under:
(i) To evaluate the performance of the Pakistan Engineering Council with reference to its mandate as set out in the preamble of the Pakistan Engineering Council Act, 1975 as well as its functions as specified in section 8 of the Act ibid,
(ii) To assess the authenticity of the complaints received against the Pakistan Engineering Council and the validity of the general dissatisfaction with the body;
(iii) To examine the Pakistan Engineering Council Act, 1975 and determine whether there are any gaps or weakness in the law affecting institutional outcomes; and
(iv) Any matter ancillary or incidental thereto.
3. The Science and Technology Division shall provide secretarial support to the committee.
4. The Committee shall submit its report to the Cabinet within three weeks.
