Govt Ends Job Provision in PM Assistance Package for Deceased Employees:
In a major policy shift, the Government of Pakistan has officially withdrawn the provision of regular employment under the Prime Minister’s Assistance Package for families of government employees who pass away during service. This decision follows the Supreme Court’s verdict in case C.P. No. 3390/2021, where it was ruled that such appointments would no longer be admissible for in-service deaths.
The Cabinet Secretariat, Establishment Division, issued an Office Memorandum (O.M.) on 7th February 2025, confirming that while the employment benefit is discontinued, all other financial and welfare benefits under the PM Assistance Package will remain intact. However, families of martyred law enforcement personnel and civil servants who die due to terrorist activities will continue to be eligible for job appointments under the package.
This decision is expected to impact thousands of families who previously relied on government employment opportunities after the loss of their loved ones. Ministries and departments have been directed to ensure compliance with the new policy. Notification Describes;

SUBJECT: WITHDRAWAL OF PROVISION OF REGULAR APPOINTMENT UNDER THE ITEM “EMPLOYMENT” IN PRIME MINISTER’S ASSISTANCE PACKAGE FOR THE FAMILIES OF GOVERNMENT EMPLOYEES WHO DIE IN SERVICE
The undersigned is directed to refer to this Division’s O.M. No. 8/10/2013-E-2 dated 04-12-2015 read with O.M No. 8/23/2021-E-2(pt) dated 23-12-2022 and to state that in compliance with Honorable Supreme Court of Pakistan’s judgement dated 18-10-2024 in C.P. No. 3390/2021 titled General Post Office, Islamabad and others vs Mr. Muhammad Jalal, the Prime Minister has approved to withdraw the provision of employment from the Prime Minister’s Assistance Package, to the extent of in-service deaths only, with effect from the date of pronouncement of judgement ibid. All other benefits under the Prime Minister’s Assistance Package shall continue to be admissible to the families of deceased civil servants.
2. However, the provision of appointment under Prime Minister’s Assistance Package for the benefit of legal heirs of martyred personnel of the law enforcement agencies and of civil servants who die on account of terrorist activities shall not be affected by the above referred judgement of the Honorable Supreme Court of Pakistan. Similarly, the instant judgment shall not affect the appointments already made of the widow/widower, wife, husband or child of deceased civil servants.
3. All Ministries/Divisions are requested to ensure circulation of the above-mentioned instructions to the attached departments and sub-ordinate offices under their administrative control for implementation in letter and spirit.
