Karachi Bans Heavy Traffic in City Areas–New Regulations Announced:

In a significant move to reduce road traffic accidents (RTAs) and ensure smoother traffic flow, the Commissioner of Karachi Division has imposed a temporary ban on heavy vehicle movement within city limits. This restriction, effective from February 14, 2025, to April 13, 2025, aims to enhance road safety and protect human lives.

As per the notification, heavy vehicles, including dumpers carrying construction materials and mixture machines, are completely banned from city areas during peak hours (6:00 AM to 10:00 PM). However, essential commodities such as water, edible oil, medical gases, and perishable goods are exempted from the restriction.

Additionally, three specific routes have been designated for heavy vehicle movement to minimize congestion and ensure smooth transportation without disrupting daily traffic. Violators of this restriction will face legal action under Section 188 of the Pakistan Penal Code (PPC).

These measures are expected to significantly reduce traffic congestion and road mishaps, making Karachi’s roads safer for daily commuters. Please find the official notification below:

Karachi, vide letter No, DIGP/Traffic/RDR/(562)779-94/KARACHI, dated 10.02.2025, has requested to impose ban to regulate the movement of heavy vehicles u/s 144 CrPC in city areas during day hours i.e. 0600 – 2200 hours for a period of sixty days, to prevent road traffic accidents (RTAs).

AND WHEREAS, in the interest of protecting human lives and ensuring the smooth flow of traffic, there is sufficient grounds to proceed under section 144 Cr.PC. to regulate the movement of heavy traffic within the city limits,

NOW, THEREFORE, in exercise of the powers conferred under Section 144(6) Cr.P.C., as delegated by the

Home Department, Government of Sindh, vide Notification No. SOJI/8-01(03)2016, dated 21.05.2020, 1, Syed Hassan Naqvi, Commissioner Karachi Division, do hereby impose the following restrictions:

  1. A complete ban on the movement of dumpers carrying construction materials and mixture machines in all parts of the city, except during 10:00 PM to 6:00 AM.
  2. A complete ban on the movement of heavy traffic inside the city limits, excluding vehicles carrying essential commodities (water, edible oil, liquid oxygen, liquid nitrogen, medical gases categorized as life-saving drugs, meat, skin, and ether related items), except during 10:00 PM to 06:00 AM.
  3. Following three routes will be available for the movement of heavy traffic excluding dumpers carrying construction material:

Super Highway to New Karachi Industrial area via Slip Road.National Highway to Godown Chowrangi via Manzar Petrol Pump, Younus Chowrangl, Dawood Chowrangi to Road 8000 near Jam Sadiq Bridge.Northern Bypass, Parache Chowk, Estate Avenue, Siemens Chowrangi and back to Gulbai Mauripur Road, Jinnah Bridge, Karachi Port (East & West Wharf, Mal Kolachi Road upto NLC intersection and vice verse)

                              These restrictions shall remain in effect for a period of two months, from 14.02.2025 to 13.04.2025, within the local limits of Karachi Division.

                              In pursuance of Section 195 (i) (a) Cr.PC, the concerned Station House Officers (SHOs) on their own and on the complaints of Section Officers (SOs) Traffic are hereby authorized to register the complaints under Section 188 PPC in writing for the violation of Section 144 Cr.PC against the violators of this Notification.

This Notification supersedes this office’s earlier Notification No. CK/Home Br./(Heavy Traffic)/2025-001,dated 13.01.2025, which now stands withdrawn.
