NOTIFICATION
No. SO(PSB)ED/1-25/2024. Â Â Â Â Â Â Â Â Â Â Â The Competent Authority has been pleased to approve the following Standard Operating Procedures (SOPs) for preparation and examination of power point presentation / working papers to be presented before the Provincial Selection Board (PS13) for consideration of promotion cases: –

- The Administrative Departments shall submit Presentation to PSB (in soft form) alongwith the following documents duly hyperlinked with the presentation as already circulated vide letter of even number dated 28.08.2024:
- Present occupancy
- Available vacancies documentary proof
- PSB.IV/synopsis of all panelists
- Inquiry details (if any)
- Training Certificates (if any)
- Departmental examination (If any)
- Courts Judgment (if any), including details of CPLA / Scrutiny Committee minutes etc.
- Any other document which may be essential for perusal of Board
- Administrative Departments shall nominate their Additional Secretary(s) as focal persons for proper coordination and assessment of presentation / working paper to be placed before PSB.
- No working paper shall be accepted / entertained after cut-off date being fixed for submission of working papers unless extended with the approval of Competent Authority.
- Seven (07 sets of working papers, complete in all respects (duly flagged, with
neat and legible documents) in case of routine cases while nine (09) sets of working papers in court cases alongwith presentation in soft and hard form may be provided to PSB Section for placement before PSB. - Preparation of Presentation for PSB will be the sole responsibility of the
Administrative Department concerned. - Pre-PSB meeting under the Chairmanship of Secretary Establishment
Department shall be held to discuss the working papers cleared by Regulation Wing of Establishment Department for placement before PSB which will be attended by the Special Secretary / Additional Secretary of concerned Administrative Departments as well as concerned Additional Secretary / Deputy secretary / Section Officer of Regulation Wing of Establishment Department. - Administrative Departments must ensure that necessary amendments / updation (if any) made in working paper shall be incorporated in the presentation at the time of submission of working paper in Establishment Department. Focal Persons of the department(s) shall ensure amendment in presentation / working papers (if any) well before holding of the meeting of Provincial Selection Board. Moreover, no amendments / shall be made without notice of PSB Section.
- Administrative Departments may certify the following points under the PSB-II proforma being signed by the Administrative Secretary concerned:
- That PERs of the panelist(s) are completed and in case, PERs are missing, the same has been conveyed to the panelist well in time. Documentary proof may be provided.
- That no inquiry /NAB case is ‘pending against the panelist(s) and in case, inquiry / NAB case is pending, documentary proof may be provided.
- That no panelist(s) is on leave / deputation (within or outside the country) and in case, if panelist(s) is/are on leave/deputation, documentary proof may be provided.
- That no panelist(s) who left the department, resigned from service, (died or retired from service is/are included in the panel.
- That nomenclature of the post(s) reflected in the budget book is / are at par with the relevant Service Rules of the Cadre(s).
- That all the information given in the working paper / presentation are correct and in case, any concealment of facts arises later on, the administrative department shall be responsible.
