Private Schools in Chitral Directed to Stop Illegal Admission & Sibling Fees:
The Khyber Pakhtunkhwa Private Schools Regulatory Authority (KP-PSRA) has issued a strict directive to all private schools in Chitral Lower and Upper regarding the illegal charging of admission fees and failure to provide sibling discounts.
During a recent inspection from October 8 to 11, 2024, officials observed that many private schools were violating Clause 7(4)(IV) of the KP-PSRA Regulations, 2018, as well as a High Court judgment (WP No. 1995-P of 2020). Schools were found to be charging capitation fees (admission fees) unlawfully and denying the mandatory 20% sibling discount for families with more than one child enrolled in the same institution.
All private schools have been ordered to comply immediately, ensuring that:
✅ No admission fees (capitation fees) are charged.
✅ A minimum 20% sibling discount is provided to eligible families.
The notification further warns that any institution failing to comply will face strict punitive action as per the KP-PSRA regulations. Please find the official notification below:

SUBJECT: ILLEGAL CHARGING OF ADMISSION FEE / SIBLING FEE
I am directed to refer to the subject noted above and to state that during the visit of Private Schools in Chitral Lower and Upper by worthy Managing Director, KP-PSRA alongwith their team from 08-10-2024 to 11-10-2024, it was observed that majority of the schools are charging capitation fee (ie admission fee from the students) and not granting sibling concession which is a clear violation of Clause 7 ((4)(IV) KP-PSRA Regulations, 2018 & High Court Judgement WP No. 1995-P of 2020 and Clause 7(4)XV).(Copies enclosed for ready reference)
You are, therefore, directed to comply with the above Regulations & High Court Judgement and to avoid illegal charging of admission fee.
It is further directed that sibling discount shall not be less than 20% be also extended to the families that have more than one child in the same school.
In case of non-compliance, punitive action shall be taken against your institutions as per rules.

The KPK Government’s firm stance against unauthorized school fees highlights its commitment to ensuring affordability and fairness in private education. Parents across Chitral Lower and Upper should be aware of their rights and report non-compliance to the authorities.
School administrations must act immediately to avoid legal action. The KP-PSRA is actively monitoring compliance, and any violations will be dealt with strictly.
