Empowering Local Governments in Punjab: Land Use Conversion and Housing Scheme Approval:
The Government of Punjab remains committed to strengthening local governance by decentralizing critical administrative functions. In a recent development, the Provincial Cabinet, during its 22nd meeting on 14th January 2025, reviewed and revised an earlier decision made by the Caretaker Provincial Cabinet on 10th January 2024. As a result, the local governments of districts Sheikhupura, Nankana Sahib, and Kasur have been granted the authority to perform functions related to land use conversion and the approval of private housing schemes under the Punjab Local Government Act, 2022. This decision marks a significant shift in the governance structure, empowering local administrations to independently oversee urban planning and land development in their respective districts. The move is expected to enhance efficiency, streamline administrative procedures, and ensure that development projects align with the needs and aspirations of local communities. While the Lahore Development Authority (LDA) will continue its responsibilities regarding the preparation and approval of the Master Plan and Land Use Plan for the Lahore Division, the decision grants autonomy to local governments to regulate housing schemes and land use conversions in their jurisdictions. This notification directs administrators and chief officers of these districts to implement the decision effectively, ensuring compliance with the provisions of the Punjab Local Government Act, 2022. Subject :- Â Â Â Â Â BEQUEST FOR PERFORMING THE FUNCTIONS OF LAND USE CONVERSION AND APPROVAL OF PRIVATE HOUSING SCHEMES BY LOCAL GOVERNMENTS OF DISTRICTS SHEIKHUPURA. NANKANA SAHIB AND KASUR UNDER PLGA 2022.
                             I am directed to state that the Provincial Cabinet, in its 22nd meeting held on 14.01.2025, has been pleased to review the decision of Caretaker Provincial Cabinet dated 10.01.2024 and decided that the local governments of districts Sheikhupura, Nankana Sahib and Kasur shall perform the functions of land use and approval of Private Housing Schemes under the provisions of the Punjab Local Government Act, 2022. Whereas, the Lahore Development Authority shall continue to perform function of preparation and approval of the Master Plan / Land Use Plan In Lahore Division.
2.                          I am, therefore, directed to request you to take further necessary action in the light of said decision, positively.
