Subject: POSTING OF ATTACH STAFF/ EMPLOYEES AS PRIVATE SECRETARY (PS). PERSONAL ASSISTANT (PA) WITH THE MINISTERS/ADVISOR & PARLIMENTARY SECRETARIES.
The undersigned is directed to refer to the subject noted above and to state that Balochistan Civil Secretariat Officers Association & Secretariat Staff Association has pointed out that most the Departments are deputing/posting attach employees as Private Secretaries (PSa) and Personal Assistants (PAs) with the Ministers, Advisors & Parliamentary Secretaries which is the severe violation of the Judgment of Hon’ble Supreme Court of Pakistan in its landmark judgment in 2015 SCMR 456 “that non-cadre officers cannot he posted on cadre posts” and also contradict to rules/policy as the posts of Private Secretaries & Personal Assistants are reserved for posting of S&GAD’s officers/officials only.
02. It is, therefore, conveyed that concerned authorities under your administrative control may be directed to strictly avoid posting of their attach employees with the Ministers, Advisors & Parliamentary Secretaries, please.
