Sindh Govt Directs Strict Documentation of SMC Details:
The Directorate General Monitoring & Evaluation (M&E) of the School Education & Literacy Department (SE&LD) Government of Sindh has issued a critical directive regarding the proper documentation and reporting of School Management Committee (SMC) details. In a communication dated January 24, 2025, the Directorate expressed serious concern about the inadequate recording of essential information related to SMCs by the monitoring teams. Key data such as the functional status of SMCs, the availability and utilization of SMC funds, and the balance of funds for the current academic year have not been recorded accurately. This has led to unnecessary complications for decision-makers who rely on these details for proper governance and resource allocation. Recognizing the importance of these indicators in ensuring the effective functioning of schools, the Directorate has instructed Chief Monitoring Officers to ensure that their teams—Monitoring Officers and Monitoring Assistants—accurately document all relevant SMC information. The proper recording of these details is crucial for informed decision-making and will support better resource management across the education sector.                              I am directed to refer to the subject cited above and to state that, it has been observed with grave concern that the most important Indicator i.e. School Management Committee (SMC) and its further details such as: the status of the SMC (functional/non-functional), availability of SMC funds, funds received in the current academic year, utilization of SMC funds, and the remaining balance, are not being recorded properly, by the monitoring teams (MOs/MAs), which creates unnecessary embarrassment for the decision makers.
2.                          It is therefore, requested to direct your respective monitoring teams (Monitoring Officers and Monitoring Assistants) to accurately document the details of this most important KPI and, simultaneously ensure the proper implementation/recording of the same indicator for its onwards transmission to the quarters concerned for proper decision making.
3. This may kindly be assigned as the “Top Priority”.
