Sindh Govt Takes Notice of Late Reporting by Education Officers – Must-Read Circular for All Staff:
In the latest Government Notification issued by the School Education & Literacy Department Sindh, serious concerns have been raised regarding poor attendance and violations of official timings by departmental officers and staff. The Circular dated 15th April 2025 highlights that despite multiple reminders, many employees in the department and its subordinate offices continue to arrive late or leave without prior approval — an action considered a breach of the Sindh Government Employees Conduct Rules, 2008.
This negligence has led the Chief Secretary Sindh to take strict notice of the situation. Heads of all departments and offices have now been held directly responsible for ensuring punctuality, maintaining attendance, and enforcing compliance. Failure to comply will lead to disciplinary action under the Sindh Civil Servants (Efficiency & Discipline) Rules, 1973.

No.SO(GA)/CIRCULAR/2025: It has been observed with great concern that the officers/officials of the Department, Subordinate Offices, Directorates and Allied Institutions of School Education & Literacy Department do not adhere to the official timing and leave the office without intimation and prior approval of their reporting authority. Despite repeated reminders, several employees continue to report late to work. The Chief Secretary Sindh has taken serious notice of this tardiness. Such disregard for punctuality disrupts the smooth functioning of the department, hinders service delivery, and in violation of the Sindh Government Employee (Conduct Rules), 2008.
2. Heads of all sections / offices/ attached departments are responsible for ensuring strict compliance with this circular and for maintaining a proper attendance record of their staff. In case of non-compliance strict disciplinary action will be taken against the delinquents in accordance with Sindh Civil Servants (E&D) Rules, 1973.
