SUBJECT: SALE OF DISCONTINUED/ PROHIBITED STAMP PAPERS AND STAMP PAPERS OF OTHER PROVINCES ACROSS SINDH

The Government of Sindh has introduced e-Stamps for the payment of stamp duty across sindh province since 1st July, 2022, replacing traditional stamp papers of all denominations starting from Rs.500/- and above. The sale and use of traditional stamp papers is prohibits in the province after the advent of e-Stamp.

2. Recently, it has come to the notice that old stock of traditional stamp papers and the stamp papers of other provinces are being sold in various parts of Sindh, which is causing revenue leakage and huge loss to government exchequer.

3. The situation warrants urgent measures to curb the sale of prohibited stamp papers including checking and inspection of stock of stamp papers available with Stamp Vendors/traditional sale points and ensure legal action against the culprits.

4. Being Collectors of the districts, all the Deputy Commissioners have the authority and responsibility to stop the sale of prohibited stamp papers and prevent leakage government revenue in their respective districts.

5. In view of above, you are requested to pass strict directions to all Assistant Commissioners under your administrative control to prevent the sale of prohibited stamp papers including the stamp papers of other provinces in their respective jurisdiction in the best interest of government. The Inspectors/officials of Stamp Wing, Board of Revenue, Sindh would make necessary coordination for technical assistance in this regard.
