New Transport Policy: Commercial Vehicles in Sindh Must Obtain Sindh-Issued Fitness Certificates:

In a significant move to enhance road safety and vehicle compliance, the Government of Sindh’s Transport & Mass Transit Department (TMTD) has issued a directive mandating that all commercial vehicles operating in Sindh obtain fitness certificates issued by Sindh’s Motor Vehicle Inspectors (MVIs). This decision comes in response to concerns raised by the Road Checking Committee (RCC), which found that many commercial vehicles were using fitness certificates from other provinces without undergoing proper inspection.

The use of unauthenticated fitness certificates poses serious risks, including mechanical failures, road accidents, and environmental hazards. To combat this issue, the Sindh government has introduced new fitness certificates with advanced security features, including QR codes, to ensure that all vehicles meet safety standards. SUBJECT:             MANDATORY USE OF FITNESS CERTIFICATES OF SINDH PROVINCE FOR ALL THE COMMERCIAL VEHICLES OPERATING (DOING BUSINESS) IN SINDH

                              I am directed to refer to the subject noted above. It has been observed by the Road Checking Committee (RCC) of the Transport & Mass Transit Department (T&MTD), Govt. of Sindh (GoS) that a majority of commercial vehicles registered in the Province of Sindh and holding route permits of Sindh are using vehicle fitness certificates issued by MVIs of other provinces. This raises serious concerns, as it indicates that these vehicles have neither undergone a physical inspection by the Motor Vehicle Inspector nor have been issued fitness certificates through regular means. Such practices compromise regulatory and safety compliance as a result of which human safety is compromised, coupled with compromising road and environment safety.

2.                           The RCC has also pointed out that a large number of commercial vehicles registered in other provinces are permanently operating in the Sindh province. These vehicles are presenting fitness certificates issued by other provinces, raising serious concerns about the validity and authenticity of these certificates. Apparently, these vehicles have neither been properly inspected by the issuing authorities in their respective provinces nor by the relevant authorities in Sindh. These unfit vehicles operating on the roads are a major cause of traffic accidents and life-threatening incidents. The absence of thorough fitness verification increases the likelihood of mechanical failures, endangering both drivers and pedestrians.

3.                           In the light of above and recent accidents occurring in Sindh, especially, in Karachi, causing heavy toll of deaths and injuries, and observations regarding road safety and vehicle compliance, the competent authority has been pleased to decide as under:

i.             All the commercial vehicles registered in the Province of Sindh and holding route permits of Sindh are strictly bound/required to get new vehicle fitness certificates issued by MVIs of Sindh Province (with advanced security features including QR Code).

ii.            All the commercial vehicles registered in other provinces but permanently operating (doing business) in Sindh, are now required to obtain New Fitness Certificate (with advanced security features including OR Code) introduced by the Government of Sindh.

iii.           All the commercial vehicles registered in Sindh are required to produce valid Fitness certificate with QR Code introduced by the Govt. of Sindh at the time of issuance/renewal of route permits.

iv.           The drivers of commercial vehicles are strictly bound/required to hold the valid driving licenses

4.                           The above decisions aim to ensure that all commercial vehicles operating within Sindh undergo proper inspection and certification, thereby enhancing road safety standards and reducing the risk of road accidents caused by unfit vehicles.

5.                           It is, therefore, requested to issue necessary orders to your lower formation for the strict compliance of the above mentioned decision in letter and spirit in the best interest of public and to save the precious human lives in future along with safety of roads and environment.

6.                           This may please be treated as Most Urgent and top priority matter.
