This notification serves as a clear reminder that all future DPC meetings for the promotion of Primary School Teachers (PSTs) and Junior Elementary School Teachers (JESTs) to HST (BPS-16) must have prior approval from the Secretary SE&LD, and their recommendations must be materialized only after the Secretary’s approval. The notification also emphasizes that non-compliance with these instructions will lead to disciplinary action, reinforcing the importance of transparency, accountability, and adherence to official protocols in the promotion process. SUBJECT: ADHERENCE TO POLICY REGARDING PROMOTIONS TO THE POST OF HST (B-16) OR FQUIVALENT
Reference: NO.SO(S-1)10-274/2014(P-I) Karachi dated: 15-01-2021.
I am directed to refer to the subject noted above and to inform you that the posts of Secondary School Teachers (SSTs) (erstwhile HSTs) are currently classified as BPS-16. The requisition for filling these vacant posts has already been sent to the Sindh Public Service Commission (SPSC) for recommendations and the appointment of suitable candidates.
It has been regrettably observed that promotions to the posts of HSTs are being carried out by various Directorates of School Education in Sindh through the convening of meetings of Departmental Promotion Committees (DPCs) without observing ratio of promotion and direct recruitment. This practice is neither in accordance with the existing policy nor within the jurisdiction of the Directorates, Furthermore, such actions are being taken without the mandatory approval of the Competent Authority, as required under the delegation of powers.
The Competent Authority, ie., the Worthy Secretary of the School Education & Literacy Department (SE&LD), has taken serious notice of this deviation from established rules and procedures. The authority has expressed displeasure over such violations and has directed that no meeting of the Departmental Promotion Committee (DPC) for the promotion of HSTs (BPS-16) or equivalent posts should be convened without prior permission.
You are, therefore, strictly advised to:
- Adhere to official instructions and refrain from holding DPC meetings without the prior approval of the Competent Authority.
- Ensure that all actions are aligned with the rules, policies, and official procedures.
- Avoid undertaking any activity beyond the scope of your jurisdiction or incumbency.
- All the DPCs of PSTs and JESTs to the post of HST (BS-16) shall henceforth be convened with prior approval of Secretary SE&LD and the DPC’s recommendation shall be materialized after approval of the Worthy Secretary SE&LD.
- Ensure future compliance with the directions of the Competent Authority to prevent any irregularities.
Non-compliance with these directives will be viewed seriously and may result in disciplinary action. Your cooperation in ensuring strict adherence to these instructions is expected.
