Accordingly, May 09 will be observed solemnly to express our commitment in protecting the high security assets and safe guarding and upholding the honor of our proud armed forces. In this context a ceremony will be held on May 09 in the Schools of Gujranwala Faculty and Students. Teachers will give briefing to the participants to highlight the importance of May 09 as Black Day. A procession will be carried out from the Principal of the institution in which the Faculty and Students will display appropriate banners. No. SO (SE-III)5-383/2019(P-I) GOVERNMENT OF THE PUNJAB SCHOOL EDUCATION DEPARTMENT Dated Lahore the 26th April, 2024 To All the Chief Executive Officers, District Education Authorities, Punjab Subject:                      ADVICE REGARDING FORUM / DPC FOR PROMOTION OF SECONDARY SCHOOL TEACHERS EX-MC CADRE TEACHERS FROM BS-16 AGAINST THE POST OF HEADMASTER / HEADMISTRESS BS-17 I am directed to refer to the subject cited above and to state that Writ Petition No.2335/2020 titled as “Muhammad Tayyab Nazir & others Vs. Province of Punjab etc” pending adjudication In Hon’ble Lahore High Court, Lahore alongwith Writ Petition No.75933/201.9 titled as “Nazia Latif etc Vs. DPI (SE) etc” and connected Writ Petitions Nos.23733/2009, 18663/2014, 36680/2019, 64914/2020, 60758/2020, 11899/2012, 257066/2018, 71187/2019, 43096/2019, 5981/2020, 31925/2020, 31930/2020, 33629/2020, 34245/2020, 8383/2020, 43903/2020 & 868/2023 regarding promotion of Ex-MC cadre teachers. 2.       I am further directed to intimate that competent authority has decided that promotion of such teachers (BS-16 to BS-17) may be made in the following manners: I.        The sanctioned posts of defunct MC Schools prior to 01.07.2002 be protected and their service matters will continue to be dealt with under the provisions of Punjab Local Councils Servants (Service) Rules, 1997. II.         MC Cadre teachers on their promotion shall be posted In MC Schools, In case, the vacancies are not available due to the posting of General Cadre Teachers then the General Cadre Teachers shall be posted out for actualization of promotion of Ex-MC Cadre teachers. III.      As the cases for regular promotion till BS-16 are already being dealt with in DPCs by the District Education Authorities as per Notification dated 19.01.2018 Issued by the Regulations Wing, S&GAD. Whereas, the cases for regular promotion from the post of BS-16 onwards may be dealt with In DPC at the School Education Department level. IV.     Seniority lists of MC cadre teachers shall be maintained separately by the DPI (SE) Punjab at provincial level, for grant of regular promotion in BS-17. 3.       All the CEOs (DEAs) in the Punjab are directed to ensure compliance of the above-mentioned directions In letter and spirit and to process the promotion cases of MC Cadres Teachers accordingly.
