Please find notification: GOVERNMENT OF SINDHFINANCE DEPARTMENT SUBJECT:             UPGRADATION OF THE POST OF CONSTABLE, DAFEDAR & JAMADAR IN EXCISE TAXATION & NARCOTICS CONTROL DEPARTMENT                               The Secretary to Government of Sindh, Excise, Taxation & Narcotics Control Department, Karachi may kindly refer to U.O. letter No.SO(Admn-II)E&T/12(103)/2025, dated 28th April, 2025, on the matter. 02.                        Pursuant to the approval of the Provincial Cabinet against agenda item No.11.5 of the meeting held on 15.04.2025 circulated vide minutes of meeting by SGA&C Department, Government of Sindh through their letter No.SOVI(SGA&CD)/7(5)/2025, dated 24 April, 2025; Finance Department agrees to allow upgradation of the following posts as per details given under: S.No. Name of Post Existing  BPS Revised/Upgraded BPS 01 Constable 5 7 02 Dafedar 6 9 03 Jamadar 7 11 03.                        The incentive of upgradation will be subject to the following conditions: I.             That the pre-mature increment will not be admissible. II.           That the pay of the employee on upgradation will be so fixed and enhanced that it would not be less than the pay he/she is drawing before upgradation. III.          That the Administrative Department will amend the Recruitment Rules of all the above-mentioned posts in consultation with SGA&CD in accordance with Rule 3(2) of Sindh Civil Servants (APT) Rules, 1974 accordingly. 04.                        An audit copy (in triplicate), duly signed by Principal Accounting Officer/ Administrative Secretary may be furnished to the undersigned for authentication. 05.                        However, as far as re-designation of said posts is concerned as requested by Administrative Department in the above referred letter, it is informed that Provincial Cabinet did not approve/mention any re-designation matter in the minutes of Cabinet meeting. This force, comprising 1828 constables, has been established specifically for the protection of worship places of religious minorities across Sindh. This decision directly aligns with the Supreme Court of Pakistan’s order dated 19th June 2014 (PLD 2014 SC 699), which emphasized the need for increased security and proactive measures for minority communities. The force was created during the fiscal year 2022-23, and its implementation reflects a significant step towards inclusive and equal protection under the law. The Sindh Police has now directed all relevant ranges—including Karachi, Hyderabad, Sukkur, SBA, Mirpurkhas, and Larkana—to submit a by-name list of deployed SPF constables and their respective postings by May 21, 2025.
