Consequent upon approval of the Competent Authority is the supersession of previous Notification 2012 issued for the initial recruitment of teachers of (BPS-12 to BPS-16) in the Elementary & Secondary Education Department hereby lays down the Selection Criteria and other conditions specified below which shall be applicable to all the posts to be filled on ad-hoc school-based. Method of recruitment, qualification has already circulated.

1.         Selection Criteria 

i.          Appointment through initial recruitment on an adhoc basis shall be made through merit against the post of SST (BPS-16) from the domicile holders of the district for a period of one year or extendable as per rules.

ii.         Appointment through initial recruitment on a regular basis shall be made through merit against the posts BPS-15 and below, non-transferable for initial three years.

iii.       Test for initial requirement shall be conducted by a third party i.e. ETEA.

iv.        For selection of suitable candidates by initial recruitment, a total of 200 marks shall be destructed in the following manners: 

  1. Test Marks = 100
  2. Academic Qualification Marks = 100

v.         100 marks of the academic qualification will be further destructed as under:

A)        Selection criteria and other conditions for directed recruitment against the District Teaching Cadre posts namely; PST, Qari / Qaria, CT-IT, CT, DM, AT, TT, and PET shall be as under:

  • Selection criteria for direct recruitment against the District Teaching Cadre post namely; SST shall be as under:-

  1. In case of 04 years BS Degree, 35 marks shall be calculated as; Marks obtained X 35 (20 for B.A / B.Sc / + 15 for M.A / M.SC) / Total Marks.
  2. In the case of 02 years MA Education Degree or BS 4 years  Education Degree, 20 marks shall be calculated as Marks obtained X 20 (15 for B.Ed and 5 for M.Ed) / Totals Marks.
  3. Passing marks in the test shall be 50 marks for eligibility of the candidates. If qualified candidates are not available, then the passing marks may be reduced up to 30 marks.
  • The provisional merit list received from the test conducting agency will be certified by the concerned appointing authority with the original document of the candidates.

  • Tentative merit list shall be displayed by the concerned appointment authority for ten days to receive the appeals, cumulative.
  • The final merit list shall be displayed by the concerned appointing authority after the proper disposal of appeals within 15 days.
  • Appointment orders should; be issued by the concerned appointing authority as per prescribed rules.
  • Verification of documents shall be ensured by the concerned appointing authority. Degrees / Certificates obtained from Public Sector universities / BISEs, shall be verified by the Higher Education Commission Islamabad before the completion of the probation period.
  • The verification fee shall be borne by the candidate.
  • In case documents are/are found fake forged or bogus on scrutiny or the certification, a Criminal case against the candidates shall be registered and they will be declared disqualified for the said post.
  • 2% and 5% disabled person quota and minority quota respectively in the initial recruitment shall be observed as per relevant rules.
  • Age shall be reckoned on the closing date of the advertisement and age relaxation in the upper age limit shall be accorded In accordance with the Khyber Pakhtunkhwa Initial Appointment to Civil Posts (Relaxation of Upper Age Limit) Rules, 2008
  • The present recruitment policy shall supersede the previous policy (2014) frame for the initial recruitment of teachers from BPS-12 to BPS-16.
