KPK Directorate Issues Urgent Notification to Fix Policy Violations in Ministerial Staff Transfers:
The Directorate of Elementary & Secondary Education Khyber Pakhtunkhwa (E&SE KP) has released a strict and urgent notification dated 23rd May 2025, regarding violations of the Two-Year Tenure Policy governing the transfer and posting of ministerial staff (BPS-11 to BPS-15). This directive follows earlier instructions issued on 24th March 2025, based on resolutions passed during the Secretaries Committee meeting held on 28th February 2025.
According to the policy, staff must be rotated from office to school or vice versa, ensuring a balanced reshuffling and operational transparency. However, the Standing Committee No. 26 raised concerns that several districts have bypassed this procedure, transferring staff from one office to another, which violates both the spirit and framework of the transfer policy.
All District Education Officers (Male & Female), including those from merged districts, are now instructed to re-examine issued orders, immediately rectify unauthorized transfers, and submit written justifications for any deviations within 2 working days. Please find notification:

SUBJECT: Strict Adherence and Rectification of Ministerial Staff Posting/Transfer Orders under the Two- Year Tenure Policy.
I am directed to refer to the subject captioned above and to this office letter No. 1302-72, dated March 24, 2025, which outlined the procedures for the posting and transfer of ministerial staff (BPS- 11 to BPS-151 These directives were issued in strict compliance with the established two-year tenure policy, a resolution affirmed during the Secretaries Committee meeting on February 28, 2025. The aforementioned correspondence explicitly mandated the execution of these transfers within your respective jurisdictions, with a clear emphasis on transfer from offices to schools and vice versa.
It has been regrettably noticed, through observations highlighted by the Honourable Members of Standing Committee No. 26, that there have been notable deviations from these instructions in several districts. The Committee has formally expressed its strong displeasure regarding instances where officials have been transferred from one office to another, rather than adhering to the transfer between offices and schools and vice versa. Such practices directly contravene the spirit and letter of the established tenure policy of reshuffling.
Consequently, you are hereby directed to undertake an immediate and comprehensive review of all ministerial staff transfer orders issued within your jurisdiction. Any orders that do not align with the stipulated transfer/reshuffling paradigm, that is, transfer from an office to a school, or from a school to an office, must be rectified without delay and the reasons/justification for such deviations must be submitted to this office within 2 working days.
Further non-compliance with this imperative directive will necessitate the initiation of departmental proceedings.
