SUBJECT: SERIOUS CONCERNS REGARDING APPOINTMENT OF MEDICAL DIRECTOR IN MT1 MMMT/ DHQ HOSPITAL DI KHAN IN VIOLATION OF RECRUITMENT BAN.

I am directed to refer the subject noted above and to state that Section 7(2A) of the Medical Teaching Institutions (MT1) Act 2015 mandates that the Board of Governors of MTIs must act in accordance with the directions issued by the Minister Health. This ensures that the board, decisions align with health policies, promoting consistency and adherence to government standards. Despite the imposition of a recruitment ban, a medical director was appointed as evident from charge assumption report of Dr. Khan Shah. dated 27-07-2024. The Competent Authority has express grave concern and demand an immediate explanation regarding the recent appointment of the Medical Director in MTI DHQ Hospital DI Khan which was made despite the explicit ban on all kinds of recruitment imposed by the Health Department vide letter dated July 1, 2024.

The Health Department’s directive was clear and unequivocal, and it is deeply troubling that such a significant appointment was made in direct contravention of these orders. This raises serious questions about the governance and compliance standards within MTI DI Khan, hence, Competent Authority has declared the appointment issued dated 27.07.2024 of the medical director at MTI DHQ Hospital in Dera Ismail Khan null and void.

It is, therefore, directed to submit detailed explanation for this apparent disregard of the recruitment ban. Specifically, to following:-

1.         The justification for proceeding with the appointment despite the ban.

2.         The decision-making process and individuals involved in approving this appointment.

3.         Any communications or directives received that purportedly authorized this deviation from the Health Department’s directive.

It is, therefore, further directed to take necessary action accordingly and compliance report submitted to this Department for onward submission to the Competent Authority.
