Recovery of Undue Premature Increments Ordered in Balochistan Education Department – Official Circular:
In a recent development, the Accountant General of Balochistan has issued a formal Office Circular addressing the recovery of premature increments erroneously granted to employees of the Education Department. The directive follows the dismissal of service appeals No. 262/2023 and 263/2023 by the Balochistan Service Tribunal in a decision dated March 24, 2025.
The issue revolves around employees who had already been granted a higher pay scale via time scale and were erroneously awarded premature increments upon post upgradation on October 31, 2014. The tribunal upheld that these increments were not justified.
The circular instructs that all such employees must have their pay re-fixed and verified by the relevant offices. Additionally, recovery of overpayments is to be initiated without delay. This significant move is aimed at ensuring compliance with legal pay fixation standards across the province’s education sector. Please find notification:

The Hon’ble Chairman, Balochistan Service Tribunal has dismissed service appeals bearing No.262/2023 and 263/2023 via decision announced on 24.03.2025 regarding recovery of premature increments granted to employees of Education Department who were already in a higher pay scale on the basis of time scale and were granted premature increments on the up-gradation of posts on 31-10-14.
In light of the decision, the basic pay of all employees of Education Department who have availed/availing benefit of premature increment which was not due to them may be revised/refixed and verified from this office and the recovery of the over payments may be initiated forthwith.

The Accountant General’s Office Balochistan has taken a strong stance on financial compliance within the Education Department by initiating a province-wide recovery of undue financial benefits received under premature increment errors. This order, grounded in a tribunal verdict, is a critical reminder of the importance of adhering to service and pay rules.
All concerned drawing and disbursing officers (DDOs) are expected to coordinate with the AG Office to recalculate and verify the salaries of affected employees. This includes identifying overpayments and launching recovery procedures immediately.
The decision is seen as a step towards transparency and accountability in public finance, especially in departments with large workforces like Education.
