PM&DC Implements New Admission Rules for Medical & Dental Colleges – Key Changes Announced:
The Pakistan Medical & Dental Council (PM&DC) has introduced significant amendments to the PM&DC Admissions Regulations, 2023, aimed at improving the quality of medical and dental education in Pakistan. These changes, effective from the 2024-25 session, impact admission eligibility, attendance requirements, passing criteria, and self-finance/foreign quota seats.
✔Key Updates in PM&DC Regulations:
🔹Admission Eligibility for Expatriates: Candidates with HSSC or A-Level qualifications (inside or outside Pakistan) must have an equivalence certificate from IBCC and Chemistry & Biology as mandatory subjects.
🔹 Increased Attendance Requirement: The minimum attendance for MBBS/BDS students has been raised from 75% to 90% to enhance academic exposure and practical experience.
🔹 Higher Passing Marks: The passing percentage for MBBS/BDS annual exams has been increased from 50% to 70% to ensure better academic standards.
🔹 Revised Foreign Quota Rules: Only candidates with permanent foreign nationality, overseas Pakistani status, Green Card, Iqama, or Maple Leaf card and who have completed 12th grade (HSSC) outside Pakistan are eligible for foreign quota seats.
All public and private medical/dental colleges have been directed to implement these regulations strictly for the 2024-25 admissions cycle. Please find the official notification below:

NOTIEICATION
Pursuant to the decisions of the PM&DC Council, following amendments have been made to the PM&DC Admissions Regulations, 2023.
Eligibility for Admission. | Expatriate candidates holding a Higher Secondary School Certificate (HSSC) or A-Level qualification from either inside or outside Pakistan, accompanied by an equivalence certificate from the Inter Board Committee of Chairmen (IBCC), with Chemistry and Biology as mandatory subjects and Physics or Mathematics as optional subjects, are eligible for admission to MBBS/BDS programs on specified seats. |
Curriculum of Undergraduate Programs. | Minimum Attendance. The minimum attendance benchmark for medical/dental colleges should be raised to 90% instead of 75% to ensure adequate curricular exposure and practical experience Passing Marks. The passing marks in the annual MBBS /BDS examination should be raised from 50% to 70%. |
Self-Finance and Foreign Quota Seats. | No candidate shall be eligible for foreign quota seats in the public and private medical and dental institutions under sub regulations (a) unless he/she holds a permanent foreign nationality or is an overseas (being a Pakistani citizen permanently resident in a foreign country) Pakistani, Green card Holder, Iqama holder, Maple Leaf card holder and who has studied and passed HSSC 12th grade examination or equivalent from outside Pakistan and is a resident of a foreign country at the time of applying for admission and possess a certificate from the institution last attended to this effect |
Accordingly, all Public and Private Medical / Dental Colleges are hereby directed to ensure that admissions for the session 2024-25 are conducted in strict compliance with the PM&DC Regulations.
