Punjab Government Initiates Legal Reforms to Strengthen Law Enforcement:
In a significant move toward legal modernization and crime control, the Government of Punjab has officially constituted a Law Reforms Committee (LRC). This committee is tasked with updating outdated criminal laws to enhance public safety, law enforcement efficiency, and governance mechanisms.
The notification, issued by the Punjab Home Department on February 24, 2025, states that the committee will be responsible for proposing amendments to key legal frameworks, including the Code of Criminal Procedure (1898), Pakistan Penal Code (1860), and Qanun-e-Shahadat Order (1984). Additionally, the committee will focus on counter-terrorism laws, cybercrime regulations, and protective legislation for women and children in the province.
The LRC will be led by Deputy Inspector General of Police, Kamran Adil, along with legal experts from the Home Department, Law Department, and Advocate General’s Office. The committee has been given a three-month deadline to submit its comprehensive report to the Punjab Home Department.

NO.SO(Jud-II)3-15/2024: Consequent upon approval of Competent Authority, following “Law Reforms Committee (LRC)” is, hereby, constituted to update/ modernize archaic criminal laws to enhance crime control mechanism, ensure effective law enforcement. and safeguard good governance in the province of Punjab:

TORs:
- Draft amendments for the Code of Criminal Procedure, 1898, Pakistan Penal Code, 1860, and Qanun-e-Shahadat Order, 1984.
- Recommend legal reforms for legislation relating to law enforcement, crime prevention, and maintenance of public order.
- Propose draft National Security Law and amendments in laws pertaining to Counter Terrorism, Cyber Crime, Cyber Security and Inter-Provincial Coordination.
- Suggest modifications in legal enactments regarding safety and protection of women and children in Punjab.
- All proposed amendments/ reforms in the said laws/ legislations to be aligned with modern legal, technological, and socio-political developments.
2. The LRC shall submit its report to the Home Department within three months of Issuance of this notification.
