Punjab School Education Department Mandates Anti-Harassment Committees & Code of Conduct Display – Strict Compliance Ordered:
The Government of Punjab’s School Education Department has issued a critical notification reinforcing the implementation of the Protection Against Harassment of Women at Workplace Act, 2010. As per Section 3(1) of the Act, all educational institutions (public and private) and attached departments must constitute Inquiry Committees to address harassment complaints. Additionally, Section 11(2) mandates the prominent display of the Code of Conduct in English and the local language within workplaces.
This urgent government circular directs all CEOs of District Education Authorities (DEAs) and heads of autonomous bodies to ensure immediate compliance and submit reports within 7 days. SUBJECT: CONSTITUTION OF INQUIRY COMMITTEE(S) UNDER SECTION 3(1) AND DISPLAY OF THE CODE OF CONDUCT IN TERMS OF SECTION 11(2) OF THE PROTECTION AGAINST HARASSMENT OF WOMEN AT WORK PLACE ACT, 2010.
In continuation of this Department’s letter of even number dated 21.04.2025 on the above captioned subject.
2. I am directed to state that Protection against Harassment of Women at workplace Act 2010, Section 3(1) of the Act ibid envisages that cach organization shall constitute an Inquiry Committee within thirty days of the enactment of this Act to enquire into complaints. Moreover, Section 11(2) of the Act ibid envisages further that the management shall display copies of the Code in English as well as in language understood by the majority of employees at conspicuous places in the organization and the workplace within six months of the commencement of the Act ibid.
3. I am further directed to request you to comply with the directions contained in Para-2/above, in letter and spirit and Inquiry Committee(s) constituted and display of the Code of Conduct in all educational institutions (public & private) including public offices, compliance report be furnished to this department on the enclosed two proformas separately within seven (07) days positively.
4. Matter may be assigned Top-Priority.
