PECTAA to Train Teachers for Standardized SBA Item Development Across Punjab:
The Punjab Education, Curriculum, Training and Assessment Authority (PECTAA) has issued a fresh government notification aimed at upgrading classroom-level assessment capabilities through the Selection and Capacity Building of Item Writers at District Level (Phase-I). This initiative is part of the larger Assessment Policy Framework (APF) and is designed to equip untrained teachers with the essential skills for item development and psychometric analysis.
This training will directly contribute to the effectiveness of the upcoming School-Based Assessment (SBA) 2025–26, ensuring alignment with real classroom environments and enhancing the quality of education across Punjab. A total of 60 practicing teachers per district will be nominated, out of which 30 will be trained under the supervision of district facilitators and provincial resource persons. SUBJECT: SELECTION AND CAPACITY BUILDING OF ITEM WRITERS AT DISTRICT LEVEL (PHASE-I)
Reference to the subject cited above and according to the Assessment Policy Framework (APF), PECTAA needs to enhance the capacity of practicing teachers in item development and psychometric analysis. This training is crucial for creating standardized assessments that are closely aligned with classroom practices. By involving practicing teachers in this process, PECTAA not only addresses the challenge of creating relevant and effective assessments but also brings diversity and variety to the developed items. This approach ensures that assessments are comprehensive and reflective of real-world classroom dynamics.
2. PECTAA will enhance district-level teachers’ assessment skills through capacity-building workshops to meet the Assessment Policy Framework (APF) requirements and prepare for the 2025-26 School-Based Assessment (SBA). These workshops target untrained teachers who have not previously participated in PEC (defunct) item development activities, engaging them in improving their skills. Please nominate practicing teachers from your district as Item Developers using the template Excel sheet and strictly adhere to the following specified criteria.

3. The training of 30 teachers selected out of 60 nominated teachers, for item writing will be facilitated by eight subject-specific district facilitators in each district, who have already been trained by PECTAA (list attached). These facilitators will oversee the subject groups at the district level, assist PECTAA resource persons with subject matter expertise, provide relevant content, and guide the subject groups throughout the process.
4. The schedule of the capacity-building workshops is as under:

5. Please assign the district facilitator, RD, or AD to arrange an appropriate venue for the workshop. The venue should be comfortable and equipped with a multimedia projector, internet access, electrical outlets for laptop charging, and a backup power supply, preferably a generator. Additionally, please ensure the availability of drinking water and clean washrooms. The space should accommodate around 40 participants from 9 am to 1:30 pm, as per the provided schedule. We also request that you oversee the training and venue arrangements to ensure the successful execution of the workshop.
